The Council for Public Security and National Defence was established by Cabinet Decree No. 38 of 10 February 1990, which governs the organization of the police forces of the Republic of Panama.
وقد أُنشئ مجلس الأمن العام والدفاع الوطني بموجب المرسوم رقم 38 الصادر عن مجلس الوزراء في 10 شباط/فبراير 1990 والذي ينظم قوات الشرطة في جمهورية بنما.

" ARTICLE SIXTEEN: An advisory body to the President of the Republic relating to Public Security and National Defence shall be established which shall be called the Council for Public Security and National Defence.
" المادة السادسة عشرة - تُنشأ هيئة استشارية تابعة لرئيس الجمهورية تعنى بمسائل الأمن العام والدفاع الوطني وتحمل اسم مجلس الأمن العام والدفاع الوطني.
