The aforesaid Regulation No. 14/2002/CM/UEMOA authorizes the freezing of funds and other financial resources of persons, entities or organizations designated by the Committee.

The aim of the regulation is to establish rules on the freezing of funds and other financial resources in member States by the persons referred to in article 3, pursuant to Security Council resolution 1267 (1999), with a view to preventing the use of banking and financial channels of the Union in financing terrorist acts (article 2).

For example, the royal decree of 17 February 2000 on restrictive measures against the Taliban of Afghanistan pronounces the freezing of funds and other financial resources derived notably from property belonging to or directly or indirectly controlled by the Taliban or any enterprise connected with the Taliban and identified by the Security Council Committee established pursuant to resolution 1267 (1999).
فمثلا، ينص المرسوم الملكي المؤرخ 17 شباط/فبراير 2000 المتعلق بالتدابير التقييدية التي اتخذت ضد حركة طالبان في أفغانستان على تجميد الأموال والموارد المالية الأخرى التي تحددها اللجنة المنشأة عملا بالقرار المذكور والناتجة بشكل خاص عن المال الذي تملكه طالبان أو الذي تسيطر عليه طالبان بصورة مباشرة أو غير مباشرة، أو الذي تملكه أو تسيطر عليه أي مؤسسة مرتبطة بطالبان.

Indeed, article 2 of that Regulation calls for " establish[ing] rules on the freezing of funds and other financial resources in the States members by the persons referred to in paragraph 3 of Security Council resolution 1267 (1999) in order to prevent the use of WAEMU bank and financial networks to finance terrorism " .
فالواقع أن الهدف منها، وفقا للمادة 2 منها، هو " تحديد القواعد المتصلة بتجميد الأموال والموارد المالية الأخرى في الدول الأعضاء من قِبل الأشخاص المحددين في المادة 3 من قرار مجلس الأمن التابع للأمم المتحدة 1267 (1999)، بغية الحيلولة دون استخدام الدوائر المصرفية والمالية للاتحاد لأغراض تمويل الإرهاب " .
