The present report was prepared in response to General Assembly resolution 58/269, in which the Assembly requested the Secretary-General to entrust the Office of Internal Oversight Services (OIOS), in collaboration with the Joint Inspection Unit, with submitting to the General Assembly for consideration at its sixtieth session proposals on the strengthening and monitoring of programme performance and evaluation.

In paragraph 257 of its report on its forty-second session, the Committee requested the Secretary-General to entrust the Office of Internal Oversight Services with proposing themes for consideration by the Committee at its forty-third session, at which time the Committee would consider commissioning a pilot project on one theme. The pilot project would subsequently be considered by the relevant intergovernmental bodies.

At its resumed sixtieth session in May 2006, the General Assembly requested the Secretary-General to entrust to the Office a management review of the Department of Political Affairs on its ability to carry out the management and direction of special political missions and to submit it to the Assembly at the main part of its sixty-first session (resolution 60/255, sect. I).
