The Executive Director acts on behalf of the Secretary-General in fulfilling the responsibility that devolves upon him under the terms of international treaties and resolutions of United Nations organs relating to international drug control or crime prevention.

2. In order to assist the Secretary-General in carrying out the fiduciary responsibilities for the investment of the assets of the Fund, the Secretary-General shall appoint a representative for the investment of the assets of the Fund.
2 - وبغية مساعدة الأمين العام في الاضطلاع بالمسؤوليات الائتمانية عن استثمار أصول الصندوق، يقوم الأمين العام بتعيين ممثل لاستثمار أصول الصندوق.

B. Envoys and other representatives appointed to assist the Secretary-General in the exercise of his good offices and related functions;
باء - المبعوثون والممثلون اﻵخرون المعينون لمساعدة اﻷمين العام في الاضطلاع بمساعيه الحميدة والمهام ذات الصلة؛

The first function is to support the Secretary-General in the discharge of his global responsibilities for preventive diplomacy and peacemaking in accordance with relevant provisions of the Charter and under the mandates given him by the General Assembly and the Security Council.
المهمة اﻷولى هي تقديم الدعم إلى اﻷمين العام في الاضطلاع بمسؤولياته العالمية فيما يتعلق بالدبلوماسية الوقائية وصنع السلم وفقا ﻷحكام الميثاق ذات الصلة وبموجب الولايات التي تسندها إليه الجمعية العامة ومجلس اﻷمن.

The purpose of the Office is to assist the Secretary-General in fulfilling his internal oversight responsibilities with respect to the resources and staff of the Organization through monitoring, internal audit, inspection and evaluation and investigation of reports of violations of United Nations regulations, rules and pertinent administrative issuances.

(c) Assisting the Secretary-General in carrying out preventive diplomacy actions (such as fact-finding, mediation and good offices missions) decided by him and/or mandated by the Security Council;
(ج) مساعدة الأمين العام في الاضطلاع بإجراءات تتعلق بالدبلوماسية الوقائية (مثل إيفاد بعثات لتقصي الحقائق والوساطة والمساعي الحميدة) يقررها بنفسه أو بتفويض من مجلس الأمن أو كلا الأمرين معا؛

" `(c) In order to assist the Secretary-General in carrying out his or her responsibilities under these regulations for deciding upon the investment of the assets of the Fund, the Secretary-General shall appoint, after consultation with the Board, a full-time Representative for the Investment of the Assets of the United Nations Joint Staff Pension Fund'.
" (ج) من أجل مساعدة الأمين العام في الاضطلاع بمسؤولياته بموجب هذا النظام الأساسي في اتخاذ القرارات بشأن استثمار أصول الصندوق، يعيِّن الأمين العام، بعد التشاور مع مجلس الصندوق، ممثلاً، على أساس التفرغ، معنياً بالاستثمار في أصول الصندوق المشترك للمعاشات التقاعدية لموظفي الأمم المتحدة.

(c) In order to assist the Secretary-General in carrying out his or her responsibilities under these regulations for deciding upon the investment of the assets of the Fund, the Secretary-General shall appoint, after consultation with the Board, a full-time Representative for the Investment of the Assets of the United Nations Joint Staff Pension Fund.
(ج) من أجل مساعدة الأمين العام في الاضطلاع بمسؤولياته بموجب هذا النظام الأساسي في اتخاذ القرارات بشأن استثمار أصول الصندوق، يعيِّن الأمين العام، بعد التشاور مع مجلس الصندوق، ممثلاً، على أساس التفرغ، معنياً باستثمار أصول الصندوق المشترك للمعاشات التقاعدية لموظفي الأمم المتحدة.

53. Mr. Sabbagh (Syrian Arab Republic) said that his delegation respected the prerogative of the Secretary-General to undertake reform, as the Under-Secretary-General had explained.
53 - السيد صباغ (الجمهورية العربية السورية): قال إن وفد بلده يحترم حق الأمين العام في الاضطلاع بالإصلاح، على نحو ما شرحه وكيل الأمين العام.

" The Office will exercise independence under the authority of the Secretary-General in the conduct of its duties and, in accordance with Article 97 of the Charter, have the authority to initiate, carry out and report on any action which it considers necessary to fulfil its responsibilities with regard to monitoring, internal audit, inspection and evaluation and investigations as set forth in the present resolution;
