The second agreement is the Rotterdam Convention on the Prior Informed Consent (PIC) Procedure for Certain Hazardous Chemicals and Pesticides in International Trade. HCH (mixed isomers) is subject to the PIC Procedure and is listed in Annex III of the Convention.

The mixture of isomers was largely used as an inexpensive insecticide, but as the gamma isomer is the only isomer showing strong insecticidal properties, it was purified from the mixture and commercialized under the name Lindane (technical grade purity > 99%).

At its second meeting, the Conference in paragraph 7 of decision SC-2/8 requested the Committee to provide for consideration by the Conference at its third meeting its recommendations for an approach for addressing the issue of how to consider isomers or groups of isomers of chemicals proposed by Parties pursuant to Article 8 for inclusion in Annexes A, B or C of the Convention.
