338. The Committee recommends the State party to take the necessary measures to prevent child abuse and neglect, by, inter alia:

(a) Assess the scope, nature and causes of child abuse and neglect with a view to adopting a comprehensive strategy;

(c) That recruitment and training programmes are ongoing for all professionals who may have to deal with the investigation and treatments of cases of child abuse and neglect; and
(ج) توفير برامج توظيف وتدريب مستمرة لجميع المهنيين الذين قد يشتركون في التحقيق في قضايا الإساءة إلى الأطفال وإهمالهم ومعاملتها؛

It recommended that Romania adopt a comprehensive strategy to prevent child abuse and neglect and establish mechanisms to monitor cases of sexual abuse, neglect, maltreatment or exploitation.
وأوصت بأن تعتمد رومانيا استراتيجية شاملة لمنع الإساءة إلى الأطفال وإهمالهم وأن تُنشئ آليات لرصد حالات الاعتداء الجنسي والإهمال وإساءة المعاملة والاستغلال(36).

(b) Develop and implement an effective system for reporting child abuse and neglect to a body/authority/centre that is well trained for handling reports of child abuse in a sensitive manner which, inter alia, fully respects the child's rights to privacy;
(ب) وضع وتنفيذ نظام فعال لتوجيه البلاغات عن حوادث الإساءة إلى الأطفال وإهمالهم إلى هيئة/سلطة/مركز مدرب جيداً على معالجة التقارير المتعلقة بالإساءة إلى الأطفال معالجة تراعي وضعهم وتحترم تماماً حقوقاً من بينها حقهم في الخصوصية؛

(c) To establish an effective reporting system for cases of child abuse and neglect to be used by professionals, children and the public at large, and to ensure that, in particular, children in institutions and other forms of alternative care have easy and safe access to this system and bring the perpetrators to justice;
(ج) تأسيس نظام فعال للإبلاغ عن حالات الإساءة إلى الأطفال وإهمالهم يمكن للأخصائيين والأطفال والجمهور بشكل عام استخدامه، وتوفير سبل سهلة وآمنة بشكل خاص لوصول الأطفال المودعين في المؤسسات وغير ذلك من مراكز الرعاية البديلة إلى هذا النظام وتقديم الجناة إلى القضاء؛
