1 - تتعهد الدول الأطراف بكفالة وتعزيز إعمال كافة حقوق الإنسان والحريات الأساسية إعمالا تاما لجميع الأشخاص ذوي الإعاقة دون أي تمييز من أي نوع على أساس الإعاقة.
