The Special Rapporteur also recalls that the Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities provides for the right of persons belonging to minorities to have adequate opportunities to learn their mother tongue or to have instruction in their mother tongue.
13- وذكّر المقرر الخاص أيضاً بأن الإعلان بشأن حقوق الأشخاص المنتمين إلى أقليات قومية أو إثنية وإلى أقليات دينية ولغويةينص على حق الأشخاص المنتمين إلى أقليات في الحصول على فرص كافية لتعلم لغتهم الأم أو لتلقى تعليمهم بلغتهم الأم.

67. The Special Rapporteur calls upon the Government to ensure that ethnic minorities are granted fundamental rights, as enshrined in the Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities and article 30 of the Convention on the Rights of the Child.
