The aim is to assist people when they most need relief or protection.
والغرض من ذلك هو مساعدة الأشخاص الذين هم في أمس الحاجة إلى الإغاثة أو الحماية.

Its role consists in assisting people in need of relief or protection, via five functions: Coordination, Information Management, Advocacy, Humanitarian Financing, and Policy Development.
ويتمثل دور المكتب في مساعدة من هم في حاجة إلى الإغاثة أو الحماية، وذلك من خلال خمس وظائف هي: التنسيق، وإدارة المعلومات، وأنشطة الدعوة، وتمويل الأنشطة الإنسانية، ووضع السياسات.

Protection can be said to be all-encompassing, covering the more specific concepts of response, relief or assistance with which it is often associated.
