(a) Be based first and foremost on an analysis of the responses to the self-assessment checklist submitted by the States concerned, to be carried out by a group of experts from other States parties, comprising at least one expert from a country in the same regional group as the State whose replies are being examined;
(أ) أن تستند أولا وقبل كل شيء إلى تحليل لِما تُقدّمه الدول المعنية من ردود على قائمة التقييم الذاتي المرجعية، يجريه فريق من الخبراء من دول أطراف أخرى من بينهم خبير واحد على الأقل من بلد ينتمي إلى المجموعة الإقليمية نفسها التي تنتمي إليها الدولة التي تُدرَس ردودها؛

8. 8- وفي حال وجود شاغر، يُعيِّن [رئيس مجلس حقوق الإنسان/هيئة الخبراء لإسداء المشورة التابعة للمجلس]، بعد إجراء مشاورات مع المجموعة الإقليمية، خبيراً مستقلاً ومؤهلاً تأهيلاً عالياً من المجموعة الإقليمية نفسها [من قائمة خبراء تضعها المفوضيّة السامية لحقوق الإنسان؟ الدول؟ المنظمات غير الحكومية؟ المؤسسات الوطنية لحقوق الإنسان؟/من هيئة الخبراء لإسداء المشورة التابعة للمجلس].
