He also recalled that the Conference had been unable to reach consensus on a decision to include endosulfan in Annex III to the Convention because a small number of representatives had opposed the inclusion on the grounds that the notification of final regulatory action from Thailand was based on intentional misuse of the chemical.
19 - وذكر أيضاً بأن المؤتمر لم يتمكن من التوصل إلى توافق في الآراء بشأن مقرر يقضي بإدراج الإندوسلفان في المرفق الثالث للاتفاقية نظراً لاعتراض عدد صغير من الممثلين على إدراجه على أساس أن إخطار الإجراء التنظيمي النهائي المقدم من تايلند مبني على أساس إساءة استخدام المادة الكيميائية عن قصد.

Accordingly, in conformity with paragraph 6 (c) of Article 18 of the Convention, the Committee moved to the second vote on the substantive matter and adopted, by a two-thirds majority of the members present and voting, the text of the recommendation, in which it recommended to the Conference of the Parties that it should list endosulfan in Annex III to the Convention.
145- وتبعاً لذلك، ووفقاً للفقرة 6 (ج) من المادة 18 من الاتفاقية، مضت اللجنة قدماً إلى تصويت ثان بشأن المسألة الفنية، واعتمدت، بأغلبية ثلثي الأعضاء الحاضرين والمصوتين، نص التوصية، الذي أوصت فيه مؤتمر الأطراف بأن يدرج الإندوسلفان في المرفق الثالث للاتفاقية.

Document UNEP/FAO/RC/COP.5/13 contains the recommendation made by the Committee at its sixth meeting to list endosulfan in Annex III to the Convention based on the notifications of final regulatory action from the Sahelian countries (Burkina Faso, Cape Verde, the Gambia, Guinea-Bissau, Mali, Mauritania, the Niger and Senegal) and from the European Community.
