وإذ تلاحظ مع القلق البالغ الصلة المطردة بين الجماعات الإرهابية والمنظمات الإجرامية الأخرى التي تعمل في الاتجار غير المشروع بالأسلحة والمخدرات على الصعيدين الوطني والدولي، فضلا عن الجرائم الخطيرة التي ترتكب جراء ذلك، كالقتل والابتزاز والاختطاف والاعتداء وأخذ الرهائن والسرقة،

" The Council expresses concern about the serious threats to international peace and stability in different regions of the world, in particular in West Africa and the Sahel region, posed by transnational organized crime, including illicit weapons and drug trafficking, piracy and armed robbery at sea, as well as terrorism and its increasing links, in some cases, with transnational organized crime and drug trafficking.

They also agreed that regular meetings between their senior military and security officials, as well as joint military exercises and patrols and participation in subregional or regional peace operations, would help not only to tackle specific concerns such as controlling the illicit trade in arms and drugs and helping to resolve specific conflicts, but also to enhance overall transparency and confidence among Central African States.
كما اتفقوا على أن من شأن عقد الاجتماعات المنتظمة بين كبار المسؤولين العسكريين واﻷمنيين لبلدانهم، فضلا عن تنظيم للتدريبات والدوريات العسكرية المشتركة والاشتراك في عمليات السلام دون اﻹقليمية أو اﻹقليمية أن تساهم لا في مجرد معالجة شواغل محددة كمكافحة الاتجار غير المشروع باﻷسلحة والمخدرات والمساعدة على فض صراعات معينة، بل أن تسهم كذلك في تعزيز الشفافية والثقة عموما بين دول وسط افريقيا.

E. Consideration of the proposal for a programme to combat the illicit traffic in arms and drugs in the Central African subregion

The nexus between the trade in illicit arms and drug trafficking is especially troubling, as the mix of drug money and arms creates a seriously destabilizing influence on small, vulnerable and open societies.
فالصلة بين الاتجار غير المشروع باﻷسلحة والمخدرات تبعث على كثير من القلق، ﻷن أموال المخدرات وأموال اﻷسلحة تؤثر على نحو خطير على زعزعة استقرار المجتمعات الصغيرة والسريعة التأثر والمنفتحة.
