As for tactical nuclear weapons, in keeping with the statements by the President of the USSR of 5 October 1991 and the President of the Russian Federation of 29 January 1992, Russia has been fully and consistently implementing its declared unilateral initiatives.

In regard to the reply of the Government of the Russian Federation of 29 February 1996, in response to several cases transmitted in October 1995, the Special Rapporteur requested the Government to inform him of the measures which had been taken in those particular cases to protect the civilians against the dangers arising from military operations.

In furtherance of the Act " Citizenship of the Russian Federation " of 28 November 1991 (as amended by the Act of the Russian Federation of 17 June 1993) a child whose parents were citizens of the Russian Federation at the time of the child's birth is a citizen of the Russian Federation irrespective of the place of birth (art. 14).
