" Meetings of States Parties " refers to the occasions when States Parties meet in accordance with the Convention and these rules.
يقصد بمصطلح " اجتماعات الدول اﻷطراف " ، المناسبات التي تجتمع فيها الدول اﻷطراف وفقا ﻷحكام الاتفاقية وهذا النظام.

2. A person who is authorized pursuant to these Regulations to have access to confidential data and information shall not disclose such data and information except as permitted under the Convention and these Regulations.
2 - لا يجوز للشخص المأذون له، بموجب هذا النظام، بالاطلاع على البيانات والمعلومات السرية أن يكشف عنها إلا بما تسمح به الاتفاقية وهذا النظام.

(a) acknowledges his or her legal obligation under the Convention and these Regulations with respect to the non-disclosure of confidential data and information;
(أ) يقر أنه ملزم قانونا بموجب هذه الاتفاقية وهذا النظام بعدم الكشف عن البيانات والمعلومات السرية؛

The parties shall immediately start negotiating, with a view to concluding by _ 1993, an agreement relating to all aspects of the implementation of the Convention and this Preliminary Agreement, covering in particular the following subjects:
يبدأ الطرفان على الفور التفاوض، بهدف أن يبرما بحلول ١٩٩٣ اتفاقا يتصل بجميع جوانب تنفيذ الاتفاقية وهذا الاتفاق اﻷولي، يشمل على وجه الخصوص المواضيع التالية:

The parties shall immediately start negotiating, with a view to concluding by 1 December 1993, an agreement relating to all aspects of the implementation of the Convention and this Preliminary Agreement, covering in particular the following subjects:
يبدأ الطرفان على الفور التفاوض، بهدف أن يبرما بحلول ١٩٩٣ اتفاقا يتصل بجميع جوانب تنفيذ الاتفاقية وهذا الاتفاق اﻷولي، يشمل على وجه الخصوص المواضيع التالية:

(a) Acknowledges his or her legal obligation under the Convention and these Regulations with respect to the non-disclosure of confidential data and information;
(أ) يقر أنه ملزم قانونا بموجب هذه الاتفاقية وهذا النظام بعدم الكشف عن البيانات والمعلومات السرية؛

2 - لا يجوز للشخص المأذون له، بموجب هذا النظام الأساسي، بالاطلاع على البيانات والمعلومات السرية أن يكشف عنها إلا بما تسمح به الاتفاقية وهذا النظام.

The General Assembly would also request the Secretary-General to transmit immediately certified copies of the Agreement to the States and entities that are entitled to become parties to the Convention and this Agreement, with a view to facilitating universal participation in the Convention.
وتطلب الجمعية العامة أيضا الى اﻷمين العام أن يحيل على الفور نسخا معتمدة من الاتفاق الى الدول والكيانات المؤهلة ﻷن تصبح أطرافا في الاتفاقية وهذا الاتفاق، بغية تسهيل المشاركة العالمية في الاتفاقية.

Such organizations shall declare, in their instruments of formal confirmation or accession, the extent of their competence with respect to matters governed by the Convention and this Protocol.
وتعلن تلك المنظمات، في صكوك إقرارها الرسمي أو انضمامها، نطاق اختصاصها فيما يتعلق بالمسائل التي تحكمها هذه الاتفاقية وهذا البروتوكول.

1. " Regional integration organization " shall mean an organization constituted by sovereign States of a given region, to which its Member States have transferred competence in respect of matters governed by the Convention and this Protocol.
1 - يقصد بـتعبير ' ' منظمة التكامل الإقليمية`` منظمة تشكلها الدول ذات السيادة في منطقة ما وتنقل إليها الدول الأعضاء فيها الاختصاص فيما يتعلق بالمسائل التي تحكمها هذه الاتفاقية وهذا البروتوكول.

The objective of this Protocol is, in accordance with the statements of the Convention and this Protocol, to undertake in the period after 2000 future steps to achieve the ultimate objective of the Convention, as fixed in its Article 2.
٣٧- هدف هذا البروتوكول هو، وفقاً لما هو مذكور في الاتفاقية وهذا البروتوكول، القيام في الفترة الواقعة بعد سنة ٠٠٠٢ بخطوات لتحقيق الهدف النهائي للاتفاقية، كما هو محدد في المادة ٢ منها.

2. In order to minimize costs to States Parties, all organs and subsidiary bodies to be established under the Convention and this Agreement shall be cost-effective.
٢ - للتقليل الى أدنى حد من التكاليف التي تتحملها الدول اﻷطراف، يتعين أن يكون كل مايجري انشاؤه من أجهزة ومن هيئات فرعية بموجب الاتفاقية وهذا الاتفاق فعالا من حيث التكاليف.
