The number of parties to the Part XI Agreement has increased to 137 parties.

As of 1 March 2010, there were 161 parties to the Convention, 140 to the Part XI Agreement and 78 to the United Nations Fish Stocks Agreement.

Since the issuance of the last report, Armenia, Kiribati, Qatar and Tuvalu deposited their instruments of ratification or accession to UNCLOS, and Cuba and Tunisia deposited their instruments of ratification of or accession to the Part XI Agreement, thus increasing the number of parties to UNCLOS to 142 and to the Agreement to 112.

6. During the reporting period (1 September 2013-31 August 2014, the number of parties to the Convention stood at 166, those to the Part XI Agreement stood at 145, and those to the United Nations Fish Stocks Agreement rose from 80 to 81.

The difference between the number of States parties to the Convention and the number of States parties to the Agreement is explained by the fact that 34 States which became parties to the Convention prior to the adoption of the Agreement on Part XI have not yet expressed their consent to be bound by the Agreement.

1. Status of UNCLOS 13. The General Assembly, in its resolution 54/31 of 24 November 1999, reiterated the call upon all States that had not done so to become parties to UNCLOS and the Agreement on Part XI of UNCLOS, in order to achieve the goal of universal participation.

Thus, at 13 July 2004, the number of Parties to UNCLOS remained at 145, the number of Parties to the Agreement on Part XI at 117, while the number of Parties to the Fish Stocks Agreement rose to 52.
ومن ثم فقد ظل عدد الدول الأطراف في اتفاقية الأمم المتحدة لقانون البحار، حتى 13 تموز/يوليه 2004، 145 دولة، وعدد الأطراف في الاتفاق المتعلق بالجزء الحادي عشر 117 دولة، على حين ارتفع عدد الأطراف في اتفاق الأرصدة السمكية إلى 52 دولة.
