I have the honour to transmit herewith the text of a statement by the Ministry of Foreign Affairs of Ukraine dated 14 November 1995 concerning the signing of the Basic Agreement on the region of Eastern Slavonia, Baranja and Western Sirmium (see annex).

The two sides expressed readiness for cooperation between the Federal Republic of Yugoslavia and the Republic of Croatia with other international partners in the realization of the Peace Agreement for Bosnia and Herzegovina, as well as the Basic Agreement on the Srem-Baranja region.

15. The Ministers welcomed the progress made by UNTAES in implementing the Basic Agreement on Eastern Slavonia and expressed their willingness to consider extending the duration of its mandate in order to ensure the successful completion of UNTAES'task.

2. the Basic Agreement on the Region of Eastern Slavonia, Baranja and Western Sirmium (A/50/757-S/1995/951, annex) was signed on 12 November 1995. By that Agreement, the Security Council was requested to establish a transitional administration to govern the region during the transitional period of 12 months.
٢ - وقد وُقع الاتفاق اﻷساسي المتعلق بمنطقة سلافونيا الشرقية وبارانيا وسيرميوم الغربية A/50/757-S/1995/951)، المرفق( في ١٢ تشرين الثاني/نوفمبر ١٩٩٥، وفيه طُلب إلى مجلس اﻷمن أن ينشئ إدارة انتقالية لحكم المنطقة خلال الفترة الانتقالية ومدتها ١٢ شهرا.

The Council reminded the Government of Croatia that the promotion of strict respect for the rights of persons belonging to the Serb minority is relevant to the successful implementation of the Basic Agreement on the Region of Eastern Slavonia, Baranja and Western Sirmium of 12 November 1995 (S/1995/951, annex).

4. On 12 November 1995, the Government of Croatia and the local Serb authorities in Sector East signed the Basic Agreement on the Region of Eastern Slavonia, Baranja and Western Sirmium (the Basic Agreement) (S/1995/951, annex).

The report also contains my recommendations, in the light of progress by the parties towards fulfilling the provisions of the Basic Agreement on the Region of Eastern Slavonia, Baranja and Western Sirmium of 12 November 1995 (S/1995/951, annex), concerning the future of the United Nations presence in the region after 15 July 1997.

Allow me, in the end, to put forward the Yugoslav position that the Basic Agreement on the Region of Eastern Slavonia, Baranja and Western Sirmium, signed at Erdut, has a lasting character, that it is not formally limited in time; that is to say, that its validity extends even after the expiration of the two-year transitional period.

With regard to Croatia, on 12 November the Basic Agreement on the Region of Eastern Slavonia, Baranja and Western Sirmium (A/50/757-S/1995/951, annex) had been signed, and on 30 November 1995 the Security Council, in its resolution 1025 (1995), had decided to terminate the mandate of the United Nations Confidence Restoration Operation in Croatia (UNCRO), after an interim period ending on 15 January 1996.

" The Security Council welcomes the recommendations made by the Secretary-General in his report for specific action which must be taken to improve the human rights situation in the Republic of Croatia, inter alia, in the framework of the Basic Agreement on the Region of Eastern Slavonia, Baranja and Western Sirmium (S/1995/951, annex), as part of the peace process towards a comprehensive political settlement in the region.

1. the Basic Agreement on the Region of Eastern Slavonia, Baranja and Western Sirmium (A/50/757-S/1995/951, annex), which was signed on 12 November 1995, requested the Security Council to establish a transitional administration to govern the region during a 12-month transitional period, to authorize an international force to maintain peace and security during the transitional period and otherwise to assist in the implementation of the Agreement.
