22. In the consolidated first biennial report, the Commission on Narcotic Drugs was informed about UNDCP assistance to Andean countries in the achievement of alternative development goals.

The first biennial report of the Executive Director, based on 109 responses to the questionnaire, was considered by the Commission at its forty-fourth session, in 2001, and the second biennial report, based on 117 responses to the questionnaire, was considered by the Commission at its forty-sixth session, in 2003.
وقد نظرت اللجنة في دورتها الرابعة والأربعين المعقودة عام 2001 في التقرير الاثناسنوي الأول للمدير التنفيذي، المستند إلى 109 ردود على الاستبيان، ونظرت في التقرير الاثناسنوي الثاني المستند إلى 117 ردا على الاستبيان في دورتها السادسة والأربعين المعقودة عام 2003.

The first biennial report of the Executive Director, reviewed by the Commission at its inter-sessional meetings pursuant to resolution 42/11, was based on 81 questionnaires received by 8 November 2000.
والتقرير الاثناسنوي الأول من المدير التنفيذي، الذي استعرضته لجنة المخدرات في اجتماعها لما بين الدورات عملا بالقرار 42/11، يستند الى 81 ردا على الاستبيان وردت حتى 8 تشرين الثاني/نوفمبر 2000.

In order to provide the necessary time for analysis of the information and reporting, the Commission, in its resolution 42/11, requested Member States to transmit to the Executive Director their replies to the first biennial questionnaires by 30 June 2000.
4- ولإتاحة الوقت اللازم لتحليل المعلومات وإعداد التقرير، طلبت اللجنة في قرارها 42/11 إلى جميع الدول الأعضاء أن ترسل ردودها على الاستبيان الاثناسنوي الأول إلى المدير التنفيذي في موعد لا يتجاوز 30 حزيران/يونيه 2000.

At its forty-fourth session, the Commission examined the first biennial report (E/CN.7/2001/2) and the consolidated first biennial report of the Executive Director (E/CN.7/2001/16).
5- نظـــرت اللجنـــة، فـي دورتهـــا الرابعـــة والأربعيــن، فـي التقريــر الاثناسنــوي الأول (E/CN.7/2001/2) والتقرير الاثناسنوي الأول المدمج للمدير التنفيذي (E/CN.7/2001/16).

Whereas by November 2000, 81 replies had been received to the questionnaire on which the initial version of the first biennial report was prepared for the Commission at its forty-fourth session, in March 2001, 117 replies to the questionnaire had been received by 15 November 2002.
وفي حين أنه بحلول تشرين الثاني/نوفمبر 2000، كان قد ورد 81 ردا على الاستبيان استُند اليها في إعداد الصيغة الأولية للتقرير الاثناسنوي الأول لتقديمها إلى اللجنة في دورتها الرابعة والأربعين في آذار/مارس2001، فقد ورد 117 ردا على الاستبيان بحلول 15 تشرين الثاني/نوفمبر 2002.

9. Further requests the Executive Director to prepare an addendum to the first biennial report, updating section V thereof with the replies to the biennial questionnaire submitted after 8 November 2000, and providing the information to the Commission at its reconvened forty-fourth session;
9- تطلب كذلك الى المدير التنفيذي اعداد اضافة الى التقرير الاثناسنوي الأول لتحديث عهد الجزء الخامس منه بالردود على الاستبيان الاثناسنوي المقدمة بعد 8 تشرين الثاني/نوفمبر 2000، وتزويد لجنة المخدرات بهذه المعلومات في دورتها الرابعة والأربعين المستأنفة؛

At its forty-fourth session, in 2001, the Commission considered the consolidated first biennial report of the Executive Director on the implementation of the outcome of the twentieth special session of the General Assembly, devoted to countering the world drug problem together (E/CN.7/2001/16), which had been prepared on the basis of the replies to the questionnaire submitted by 109 Governments.
3- ونظرت اللجنة، في دورتها الرابعة والأربعين، في عام 2001، في التقرير الاثناسنوي الأول المدمج للمدير التنفيذي عن تنفيذ نتائج دورة الجمعية العامة الاستثنائية العشرين المكرسة لمواجهة مشكلة المخدرات العالمية معا (E/CN.7/2001/16)، الذي أعد بناء على الردود التي قدمت على الاستبيان من جانب 109 حكومات.

At its reconvened forty-fourth session, in December 2001, the Executive Director presented his consolidated first biennial report to the Commission on the implementation of the outcome of the twentieth special session of the General Assembly (E/CN.7/2001/16).
وفي الدورة الرابعة والأربعين المستأنفة للجنة، المعقودة في كانون الأول/ديسمبر 2001، قدم المدير التنفيذي تقريره الاثناسنوي الأول المدمج إلى اللجنة عن تنفيذ نتائج الدورة الاستثنائية العشرين للجمعية العامة (E/CN.7/2001/16).

1- تحيط علما بالتقرير الاثناسنوي الأول من المدير التنفيذي لبرنامج الأمم المتحدة للمراقبة الدولية للمخدرات عن تنفيذ نتائج الدورة الاستثنائية العشرين للجمعية العامة، المكرسة لمواجهة مشكلة المخدرات العالمية معا؛(17)

For its consideration of the item, the Commission had before it the first biennial report of the Executive Director on the implementation of the outcome of the twentieth special session of the General Assembly, devoted to countering the world drug problem together (E/CN.7/2001/2 and Add.1-3).

64. To ensure that the first biennial report of the Executive Director was based on a representative number of replies, the Executive Director of UNDCP should be requested to prepare an addendum to the biennial report to cover those replies received after 8 November 2000, for the consideration of the Commission at its forty-fourth reconvened session in December 2001.
64- وبغية ضمان أن يستند التقرير الاثناسنوي الأول المقدم من المدير التنفيذي الى عدد من الردود يوضح ما عليه الأحوال لدى مقدميها، ينبغي أن يُطلب الى المدير التنفيذي لليوندسيب أن يعد اضافة الى التقرير الاثناسنوي ليشمل تلك الردود الواردة بعد 8 تشرين الثاني/نوفمبر 2000، لكي تنظر فيها اللجنة في دورتها الرابعة والأربعين المستأنفة المعتزم عقدها في كانون الأول/ديسمبر 2001.

6. In the consolidated first biennial report, the Commission was informed that past estimates of illicit cultivation of narcotic crops and eradication levels had been derived from a patchwork of sources, and that no comprehensive international mechanism was available for the collection and analysis of data on illicit narcotic crops or for monitoring and measuring the results of alternative development programmes.
6- في التقرير الاثناسنوي الأول المدمّج، أُعلمت اللجنة بأن التقديرات الماضية بشأن المستويات التقديرية لزراعة المحاصيل المخدرة غير المشروعة واستئصالها قد استُمدّت من مجموعة متنوعة من المصادر، وبأنه لا تتوفر أي آلية عمل دولية شاملة لجمع وتحليل البيانات عن المحاصيل المخدرة غير المشروعة أو لرصد وقياس نتائج برامج التنمية البديلة.
