He made his initial appearance on 31 March 2000 and entered a plea of not guilty in respect of all the counts for which he was indicted.

٣٥ - أدت الصعوبات التي اعترضت المدعي العام في تحقيقاته الى أنه اقترح على المحكمة تعديل القواعد اﻹجرائية وقواعد الاثبات ليتسنى وضع المشتبه بهم رهن الاحتجاز التحفظي ونقلهم الى مرفق الاحتجاز التابع للمحكمة في أروشا.

12. With a view to ensuring that the conditions of detention would be consistent with the standards it had approved, the Bureau of the Tribunal authorized the President to enter into an agreement with the International Committee of the Red Cross (ICRC) to act as the independent authority responsible for inspecting the Tribunal's Detention Facility.
١٢ - وحرصا من مكتب المحكمة على ضمان أن تكون ظروف الاحتجاز متفقة مع المعايير التي أقرها، فقد أذن للرئيس بإبرام اتفاق مع لجنة الصليب اﻷحمر الدولية لتقوم بدور السلطة المستقلة المسؤولة عن التفتيش على مرفق الاحتجاز التابع للمحكمة.

14. The Tribunal applied rule 90 bis on 29 October 1996 and ordered that a witness, who at the time was being detained in the Taba Commune Prison in the Prefecture of Gitarama in Rwanda, be transferred temporarily to the Tribunal's Detention Facilities in Arusha, in order to testify in the trial against the accused.

An important task has been the rationalization of the legal aid scheme, in the light of concerns expressed by Member States with regard to the rising costs of the scheme, the provision of support for defence teams, the maintenance of an appropriate and effective regime for the Tribunal's Detention Facility and investigations of claims of indigence by detainees.

21. Jean Uwinkindi, a former pastor in charge of the Pentecostal Church at Nyamata, Kenzenze commune, Kigali Rural préfecture, was arrested on 30 June 2010 in Uganda and transferred to the Tribunal's Detention facility on 2 July 2010.
21 - واعتقل جان أوينكيندي، القس السابق بالكنيسة الخمسينية في منطقة نيماتا، في بلدة كنزينزي المحلية التابعة لمقاطعة كيغالي الريفية، في 30 حزيران/يونيه 2010 في أوغندا ثم نقل إلى مركز الاحتجاز التابع للمحكمة في 2 تموز/يوليه 2010.

37. On 18 March 1999, Trial Chamber I of the International Criminal Tribunal for Rwanda, composed of Judges Navanethem Pillay, Presiding, Lennart Aspegren and Laïty Kama, authorized the Prosecutor to withdraw the indictment against Bernard Ntuyahaga and ordered that, in the absence of any other charges against him, Bernard Ntuyahaga be immediately released from the Tribunal's Detention Facility.

46. During the period under review, the following nine accused persons have been arrested and transferred to the Tribunal's Detention Facility in Arusha where they are awaiting trial on charges including genocide, conspiracy to commit genocide, direct and public incitement to commit genocide, crimes against humanity and violations of article 3 common to the Geneva Conventions and of Additional Protocol II thereto:
