4.5 With regard to article 24, paragraph 1, of the Covenant, the State party maintains that this allegation adds nothing to the allegations submitted under articles 6 and 7 of the Covenant.

4.1 By submission of 7 April 2003, the State party argues that the communication is inadmissible for failure to exhaust domestic remedies as well as, for the claims under articles 12 and 26, ratione temporis.

4.4 While not admitting a prima facie violation of articles 7 and 23, issues in relation to which are currently before domestic tribunals, the State party argued that the claims under articles 6 and 10 were unsubstantiated, for purposes of admissibility.

7.1 In its submission under article 4, paragraph 2, of the Optional Protocol, dated May 1996, the State party supplements the facts of the case and addresses the claims under article 9, paragraphs 1 and 4, and article 14, paragraph 1.

6.3 As to the argument that the claims under articles 2 and 8 fall ratione materiae outside the scope of the Covenant and are insufficiently substantiated, the Committee considers that the author has advanced arguments of a sufficient weight to substantiate, for purposes of admissibility, her claims under these articles of the Covenant.
6-3 أما فيما يتعلق بحجة أن الادعاءات المقدمة بموجب المادتين 2 و8 خارجة عن نطاق العهد من حيث الاختصاص الموضوعي وأنها لا تستند إلى أدلة كافية، فإن اللجنة تعتبر أن صاحبة البلاغ قدّمت حججاً كافية، لأغراض المقبولية، لإثبات ادعاءاتها بموجب هاتين المادتين من العهد.

8.4 As to the claim under article 26, the Committee is of the view that the author has not made out a sufficiently substantiated argument as to discrimination suffered by him in the present case, and considers that the claims advanced under this head are better addressed in the context of the claims under articles 17 and 23 of the Covenant.

7.3 In the absence of objections by the State party to the admissibility of the communication or reasons indicating that the communication might be wholly or partly inadmissible, the Committee declares that the allegations under article 26 of the Covenant, regarding the right to equality before the law, are admissible.
