Benin would like to remind the Antarctic Treaty Consultative Parties that, under the terms of their common commitment to the United Nations Conference on Environment and Development, they must, under chapter 7 of Agenda 21, organize yearly a symposium or international seminar on the environment in Antarctica.
وتود بنن أن تذكر اﻷطراف الاستشارية في معاهدة انتاركتيكا بأن عليها، بناء على التزامها المشترك في مؤتمر اﻷمم المتحدة المعني بالبيئة والتنمية، بمقتضى الفصل السابع من جدول أعمال القرن ٢١، أن تنظم سنويا ندوة أو حلقة دراسية دولية عن البيئة في انتاركتيكا.

7. Also urges the Antarctic Treaty Consultative Parties to establish monitoring and implementation mechanisms to ensure compliance with the provisions of the 1991 Madrid Protocol on Environmental Protection;
٧ - تحث أيضا اﻷطراف الاستشارية في معاهدة انتاركتيكا على إنشاء آليات للرصد والتنفيذ لضمان الامتثال ﻷحكام بروتوكول مدريد لعام ١٩٩١ بشأن حماية البيئة؛

8. Reiterates its call, in welcoming the ban on prospecting and mining in and around Antarctica for the next fifty years by Antarctic Treaty Consultative Parties in accordance with the Madrid Protocol for the ban to be made permanent;
٨ - تكرر دعوتها، لدى الترحيب بفرض حظر على التنقيب والتعدين في انتاركتيكا وفيما حولها طوال الخمسين عاما المقبلة من قبل اﻷطراف الاستشارية في معاهدة انتاركتيكا وفقا لبروتوكول مدريد الى جعل هذا الحظر حظرا دائما؛

11. Encourages the Antarctic Treaty Consultative Parties to increase the level of cooperation and collaboration with a view to reducing the number of scientific stations in Antarctica and to handle tourism effectively through transparent environmental impact assessment studies;
١١ - تشجع اﻷطراف الاستشارية في معاهدة انتاركتيكا على زيادة مستوى تعاونها وتآزرها بغية خفض عدد المحطات العلمية في انتاركتيكا؛ وإدارة السياحة على نحو فعال عن طريق إجراء دراسات شفافة لتقييم اﻷثر البيئي؛

It was regrettable that the Antarctic Treaty Consultative Parties had never invited the Secretary-General to their meetings, because that would enable the international community to play a part in drafting the convention designed to turn Antarctica into a nature reserve or a world park.
وأعرب عن أسفه في هذا الصدد ﻷن اﻷطراف الاستشارية في معاهدة انتاركتيكا لم تدع اﻷمين العام للمشاركة في اجتماعاتها ﻷن من شأن توجيه مثل هذه الدعوة أن تسمح للمجتمع الدولي بالمساهمة في وضع اتفاقية تجعل من انتاركتيكا منطقة طبيعية محمية أو متنزه عالمي.

Recalling its resolution 49/80 of 15 December 1994, in which it requested the Secretary-General to submit information provided by the Antarctic Treaty Consultative Parties on their consultative meetings and on their activities, and on developments in relation to Antarctica,
إذ تشير الى قرارها ٤٩/٨٠ المؤرخ ١٥ كانون اﻷول/ديسمبر ١٩٩٥، الذي طلبت فيه الى اﻷمين العام تقديم المعلومات التي توفرها اﻷطراف الاستشارية في معاهدة انتاركتيكا عن اجتماعاتها الاستشارية وعما تقوم به من أنشطة وما يحدث من تطورات فيما يتعلق بانتاركتيكا،

Recalling its resolution 51/56 of 10 December 1996, in which it requested the Secretary-General to submit a report consisting of the information provided by the Antarctic Treaty Consultative Parties on their consultative meetings and on their activities in Antarctica, and on developments in relation to Antarctica,
إذ تشير إلى قرارها ٥١/٥٦ المؤرخ ١٠ كانون اﻷول/ ديسمبر ١٩٩٦، الذي طلبت فيه إلى اﻷمين العام تقديم تقرير يتضمن المعلومات التي توفرها اﻷطراف الاستشارية في معاهدة انتاركتيكا عن اجتماعاتها الاستشارية وعما تقوم به من أنشطة في أنتاركتيكا وما يحدث من تطورات فيما يتعلق بأنتاركتيكا،

Welcoming the decision of the Antarctic Treaty Consultative Parties to submit to the Secretary-General the final report of the Seventeenth Antarctic Treaty Consultative Meeting, which took place at Venice from 11 to 20 November 1992,
وإذ ترحب بقرار اﻷطراف الاستشارية في معاهدة انتاركتيكا أن تقدم الى اﻷمين العام التقرير النهائي للاجتماع الاستشاري السابع عشر المتعلق بمعاهدة انتاركتيكا، الذي عقد في البندقية في الفترة من ١١ الى ٢٠ تشرين الثاني/نوفمبر ١٩٩٢،

26. Aware of those dangers, the Antarctic Treaty Consultative Parties had adopted the 1991 Madrid Protocol which established the fundamental principles for protecting the environment of Antarctica so as to make it a nature reserve devoted to peace and scientific research.
٢٦ - وأضاف قائلا إن اﻷطراف الاستشارية في معاهدة انتاركتيكا قد تبينت هذه المخاطر ومن ثم فقد اعتمدت في تشرين اﻷول/اكتوبر ١٩٩١ بروتوكول مدريد الذي يضع المبادئ اﻷساسية لحماية بيئة انتاركتيكا حتى تصبح منطقة طبيعية محمية مكرسة للسلم وللبحث العلمي.

5. Welcomes the commitment made by the Antarctic Treaty Consultative Parties under chapter 17 of Agenda 21, adopted by the United Nations Conference on Environment and Development, 8/ as provided for in article III of the Antarctic Treaty, 9/ to continue:
٥ - ترحب بما التزمت به اﻷطراف الاستشارية في معاهدة انتاركتيكا بموجب الفصل ١٧ من جدول أعمال القرن ٢١، الذي اعتمده مؤتمر اﻷمم المتحدة المعني بالبيئة والتنمية)٨( حسبما هو منصوص عليه في المادة الثالثة من معاهدة انتاركتيكا)٩(، من الاستمرار في الاضطلاع بما يلي:

Welcomes the commitment made by the Antarctic Treaty Consultative Parties under chapter 17 of Agenda 21, adopted by the United Nations Conference on Environment and Development, See Report of the United Nations Conference on Environment and Development, Rio de Janeiro, 3-14 June 1992 (A/CONF.151/26/Rev.1 (Vol.
٥ - ترحب بما التزمت به اﻷطراف الاستشارية في معاهدة انتاركتيكا بموجب الفصل ١٧ من جدول أعمال القرن ٢١، الذي اعتمده مؤتمر اﻷمم المتحدة المعني بالبيئة والتنمية)٨( حسبما هو منصوص عليه في المادة الثالثة من معاهدة انتاركتيكا، من الاستمرار في الاضطلاع بما يلي:

4. Encourages - while welcoming the decision of the Antarctic Treaty Consultative Parties to provide information regarding the Seventeenth Antarctic Treaty Consultative Meeting - the Parties to provide to the Secretary-General, on a continuing basis, more information and documents covering all aspects of Antarctica, and requests the Secretary-General to submit a report on his evaluations thereon to the General Assembly at its forty-ninth session;
٤ - تشجع تلك اﻷطراف إذ ترحب بقرار اﻷطراف الاستشارية في معاهدة انتاركتيكا تقديم المعلومات المتصلة بالاجتماع الاستشاري السابع عشر المتعلق بمعاهدة انتاركتيكا، على أن تقدم الى اﻷمين العام، على أساس مستمر، مزيدا من المعلومات والوثائق التي تشمل جميع جوانب انتاركتيكا، وتطلب الى اﻷمين العام أن يقدم الى الجمعية العامة في دورتها التاسعة واﻷربعين تقريرا عن تقييماته لهذه المعلومات والوثائق؛
