وفي هذا السياق، واستنادا إلى المادة الثالثة من المعاهدة، التي تنص على أنه ينبغي تنفيذ الضمانات بطريقة تتجنب عرقلة التنمية الاقتصادية أو التكنولوجية للدول الأطراف، تقترح جمهورية إيران الإسلامية إنشاء آلية قانونية لتسوية المنازعات، ووضع ترتيبات مناسبة لجبر الأضرار التي تلحق بالدول الأطراف المعنية، وتوفير إطار لدفع التعويضات.

"
وتطبق هذه الاتفاقية على نحو يؤمن تحاشي إعاقة التنمية الاقتصادية أو التكنولوجية للدول الأطراف فيها أو إعاقة التعاون الدولي في ميدان الأنشطة البكتريولوجية (البيولوجية) السلمية، بما في ذلك التبادل الدولي للعوامل البكتريولوجية (البيولوجية) والتكسينات وللمعدات الخاصة بها للأغراض السلمية وفقاً لأحكام هذه الاتفاقية " .
