" (1) Financial institutions must pay special attention to all complex, unusual or large transactions, whether completed or not, all non-routine transaction patterns and all small, regular transactions that have no obvious economic or legal justification.

Paragraph 1: The competent authorities referred to in item I hereof shall establish a list of transactions that could characterize the kind of operations mentioned herein, in regard to their basic features, the parties and amounts involved, the implementation, the means of execution, or the lack of economic or legal grounds for them. "

To assist the Council on matters relating to the exploration for, exploitation and processing of polymetallic nodules, as well as on matters relating to oceanology, protection of the marine environment or economic or legal matters relating to ocean mining and related fields, the Legal and Technical Commission, inter alia, makes recommendations on a variety of matters to the Council for its consideration, approval or adoption.

108. 36. The Board also encourages all interested organizations, enterprises and individuals to make available through the Fund humanitarian aid which will enable nearly 80,000 torture victims and their relatives to benefit every year from psychological, medical, social, economic or legal assistance from almost 200 non-governmental organizations all over the world.
36- ويشجع المجلس أيضاً كل المنظمات والشركات والأفراد المهتمين على أن يقدموا، بواسطة الصندوق، المساعدة الإنسانية التي تسمح لقرابة 000 80 ضحية للتعذيب وأفراد أسرهم كل سنة بالاستفادة من المساعدة النفسية أو الطبية أو الاجتماعية أو الاقتصادية أو القانونية التي تقدمها نحو 200 منظمة غير حكومية مختصة في جميع أنحاء العالم.

10. In accordance with article 165 (1) of the Convention, members of the Legal and Technical Commission are required to possess " appropriate qualifications such as those relevant to exploration for and exploitation and processing of mineral resources, oceanology, protection of the marine environment, or economic or legal matters relating to ocean mining and related fields of expertise " .

This is the case, in particular, where: (a) the concept is one which implies taking into account subsequent technical, economic or legal developments; (b) the concept sets up an obligation for further progressive development for the parties; or (c) the concept has a very general nature or is expressed in such general terms that it must take into account changing circumstances.
