Thus, if a wrongdoing State was inflicting extreme economic or political coercion which endangered another State's territorial integrity or political independence - such as the imposition of economic sanctions that prevented the import of essential civilian goods - that other State might not undertake comparable countermeasures in an effort to end the coercion.

While the epithet “extreme” is not precise and may give rise to disagreement in a specific instance of economic or political coercion used by way of a countermeasure, we are of the view that some such limitation on the taking of countermeasures is desirable and that the formulation has merit.

Moreover, the amendment which had been adopted was contrary to the principle whereby all human rights were universal, which had been reaffirmed in the Vienna Declaration and Programme of Action; the latter also emphasized that protection of human rights and fundamental freedoms was the first responsibility of States, regardless of their economic or political systems.
