The quantified emission limitation and reduction commitments agreed by the European Community and its Member States for the purpose of determining the respective emission levels allocated to each of them for the first quantified emission limitation and reduction commitment period, from 2008 to 2012, are set out in Annex II.

7- ما يتم من الإتجار به من انبعاثات عملاً بأحكام الفقرة 2 يكون مكمِّلاً للإجراءات المحلية التي تُتخذ لأغراض الوفاء بالتزامات الحد من الانبعاثات وخفضها كمياً بموجب أحكام المادة 3.

Determine the “part of the quantified emission limitation and reduction commitments under Article 3”1 which Parties included in Annex I can meet through CERs10,24;
(أ) تحديد " جزء الالتزامات بالحد من الانبعاثات وخفضها كمياً بموجب المادة 3 " (1) الذي يمكن للأطراف المدرجة في المرفق الأول أن تفي به بواسطة تخفيضات الانبعاثات المعتمدة(10)،(24)؛

That the use of the mechanisms shall be supplemental to domestic action, and that domestic action shall thus constitute a significant element of the effort made by each Party included in Annex I to meet its quantified emission limitation and reduction commitments under Article 3, paragraph 1;

The quantified emission limitation and reduction commitments agreed by the European Community and its Members States for the purpose of determining the respective emission levels allocated to each of them for the first commitment period from 2008 to 2012 are set out in annex II to the decision.
3- وترد في المرفق الثاني بهذا المقرر الالتزامات بالحد من الانبعاثات وخفضها كمياً التي اتفقت عليها الجماعة الأوروبية والدول الأعضاء فيها لغرض تحديد مستويات الانبعاثات المخصصة لكل منها بالنسبة لفترة الالتزام الأولى الممتدة من 2008 إلى 2012.

A Party included in Annex I may [acquire CERs] [use CERs to contribute to compliance with part of its quantified emission limitation and reduction commitments] under the provisions of Article 3 if [it][the Compliance Committee has decided that the Party has demonstrated that it has met the following requirements]:
32- يجوز لطرف مدرج في المرفق الأول أن [يحتاز وحدات خفض الانبعاثات المعتمدة] [يستخدم وحدات خفض الانبعاثات المعتمدة للإسهام في الوفاء بجزء من التزاماته بالحد من الانبعاثات وخفضها كمياً] بموجب أحكام المادة 3 إذا [قام هذا الطرف بما يلي] [قررت لجنة الامتثال أن الطرف أثبت وفاءه بالشروط التالية]:

[Use CERs to contribute to compliance with part of its quantified emission limitation and reduction commitments under Article 3 at an earlier date if the enforcement branch of the Compliance Committee has notified the secretariat that it is not proceeding with any question of implementation relating to the requirements in paragraph above;]
(ب) [أن يستخدم وحدات خفض الانبعاثات المعتمدة للإسهام في الوفاء بجزء من التزاماته بالحد من الانبعاثات وخفضها كمياً بموجب المادة 3 في تاريخ أبكر إذا أخطر فرع الإنفاذ التابع للجنة الامتثال الأمانة بأنه ليس بصدد معالجة أي مسألة تتصل بتنفيذ الشروط الواردة في الفقرة 32 أعلاه؛]

For the purpose of meeting its quantified emission limitation and reduction commitments and requirements for monitoring, reporting and verification, a Party may transfer to, or acquire from, other Parties emission reduction units resulting from projects and programmes that accelerate the diffusion or transfer of environmentally sound technologies, provided that:
191- ولأغراض الوفاء بالتزامات الحد من الانبعاثات وخفضها كمياً واستيفاء متطلبات الرصد والإبلاغ والتحقق، يجوز لأي طرف أن ينقل إلى أطراف أخرى، أو أن يتلقى منها، وحدات خفض انبعاثات ناتجة عن مشاريع وبرامج تؤدي إلى التعجيل في نشر التكنولوجيات السليمة بيئياً أو نقلها، شريطة ما يلي:

1. Developed country Parties which have not taken commitments prescribed in Article 3 of the Kyoto Protocol, and other Parties who voluntarily elect to do so, shall individually or jointly, undertake verifiable, nationally appropriate mitigation commitments or actions in the form of quantified emission limitation and reduction commitments.
1- تتعهد البلدان المتقدمة الأطراف، التي لم تتقيد بالالتزامات المُدرجة في المادة 3 من بروتوكول كيوتو، والأطراف الأخرى التي تختار طوعاً القيام بذلك، منفردة أو مجتمعة، بالتزامات وطنية مناسبة يمكن التحقق منها للتخفيف من الانبعاثات، أو بالاضطلاع بإجراءات في شكل التزامات بالحد من الانبعاثات وخفضها كمياً.
