It is typical that, given the inseparability of the processes of development and disarmament, the experience of some countries shows disappointing results in the conversion of military production and arms reduction when compliance with international obligations in this field diverts meagre resources from measures to undertake urgent tasks of economic development.

Among these issues - apart from those referring to the Register of Conventional Arms - I should like to mention proposals concerning guidelines for international transfers of conventional arms, openness with regard to the size and organization of armed forces and the declaration or closure or conversion of military production facilities.
ومن بين هذه القضايا، إلى جانب ما يتعلق منها بسجل اﻷسلحة التقليدية، أود أن أشير إلى الاقتراحات المتعلقة بوضع مبادئ توجيهية لعمليات النقل الدولية لﻷسلحة التقليدية، وإلى الانفتاح بصدد حجم وتنظيم القوات المسلحة والاعلان عن مرافق الانتاج العسكري أو إغلاقها أو تحويلها.

37. The delegation of Italy further elaborated its proposal on a confidence-building measure concerning the declaration of the conversion or closure of the military production facilities, presenting two concrete formats for reporting such cases (CD/TIA/WP.30).
٧٣- وقام الوفد الايطالي ببلورة اقتراحه المتعلق بإجراء بناء الثقة فيما يتصل بإعلان تحويل أو إغلاق مرافق الانتاج العسكري فقدم شكلا إطاريا ملموسا لﻹبلاغ عن هذه الحالات )CD/TIA/WP.30(.

" وإذ تضع في اعتبارها أن زيادة مستوى الانفتاح والشفافية في عمليات نقل اﻷسلحة على الصعيد الدولي تسهم إسهاما كبيرا في بناء الثقة واﻷمن بين الدول، وتخفف من حدة التوترات، وتقوي السلم واﻷمن على الصعيدين اﻹقليمي والدولي، ويمكن أن تكون أداة نافعة في تسهيل الجهود المبذولة من أجل عدم انتشار اﻷسلحة بوجه عام كما يمكن أن تسهم في كبح الانتاج العسكري ونقل اﻷسلحة،

10. A general view was maintained that increased openness and transparency in the field of armaments could enhance confidence, ease tensions, strengthen regional and international peace and security, contribute to restraint in military production and the transfer of arms and could, together with other appropriate mechanisms, contribute to the prevention of armed conflicts.
٠١- وأعرب عن رأي عام مفاده أن ازدياد الانفتاح والشفافية في ميدان التسلح من شأنه أن يعزز الثقة ويخفف من التوترات ويدعم السلم واﻷمن على الصعيدين الاقليمي والدولي، ويسهم في منع المنازعات المسلحة كما يسهم في كبح الانتاج العسكري ونقل اﻷسلحة، ويمكن - الى جانب بعض اﻵليات اﻷخرى المناسبة أن يسهم في الحؤول دون النزاعات المسلحة.
