The post-assistance phase should not be considered a metaphysical period of transition to development, because that term can be confused with nation-building -- something that is very difficult to achieve and that can ultimately discourage financing for humanitarian and rehabilitation purposes, since it is extremely difficult to determine how long the transition to elusive development will last.
