6. Eventually, the Technical Selection Committee, having scrutinized the eligibility of candidates for membership of the new Federal Parliament against the agreed criteria, presented 250 men and women who were sworn in on 20 August 2012.

7. Subsequently, the new Federal Parliament steered the process towards the presidential election, beginning with the establishment of an election commission, the adoption of the criteria for presidential candidates and the nomination of candidates.

The last months of the transition period revealed differences among the signatories of the road map on matters ranging from the selection and handling of the traditional elders to some provisions in the draft Constitution, the size of Parliament, the role and position of former warlords, and the selection and vetting of members of the new Federal Parliament.

Garoowe I resulted in a set of agreed principles on the structure, size, basis of representation and selection criteria for a new Federal Parliament, and the adoption of a new federal Constitution by a national constituent assembly, including the mandate, size and selection criteria of the members thereof.
25- وأفضى اجتماع غارووي الأول إلى وضع مجموعة من المبادئ المتفق عليها فيما يتعلق بهيكل البرلمان الاتحادي الجديد وحجمه وأساس التمثيل فيه ومعايير اختيار أعضائه، وبقيام جمعية تأسيسية وطنية باعتماد دستور اتحادي جديد ينص على أمور منها ولايتها وحجمها ومعايير اختيار أعضائها.

4. Although the process of selecting the Members of Parliament was marred by internal clan disagreements, allegations of bribery and intimidation and concerns that the women's quota might not be filled owing to cultural resistance, it still resulted in the desired outcome, namely the formation of the new Federal Parliament.
4 - ورغم الخلافات العشائرية الداخلية ومزاعم الرشوة والترهيب التي شابت عملية اختيار أعضاء البرلمان، والمخاوف من أن تذهب الحصص المخصصة للمرأة لممثلين ذكور نتيجة للمقاومة الثقافية، فقد أدَّت العملية إلى النتيجة المتوخاة، مع تشكيل البرلمان الاتحادي الجديد.

3. As the Security Council is aware, Somalia entered into a new political dispensation when, in September 2012, through a credible, but arduous, democratic process, the new Federal Parliament elected a new President, thereby constitutionally ending the eight years of transitional arrangements that had been established with the adoption of the Transitional Federal Charter, in 2004, and the complementary Djibouti process.

On 20 August 2012, the new Federal Parliament was elected and 215 of the 275 (78 per cent) Members of Parliament were sworn in. A new Speaker (Mr. Mohamed Sheikh Osman Jawaari) was elected on 28 August 2012, together with two deputy Speakers.

Notable successes include the efforts by the Transitional Federal Government to reach out to a number of regional administrations, the Garowe constitutional conferences (Garowe I and II) and the consensus reached on federalism, the system of Government and electoral system, and clarifications on the process of creating the Constituent Assembly which will provisionally adopt the new constitution and select the new Federal Parliament.
