55. Understanding of the details of Iraq's clandestine nuclear programme has been severely hampered by Iraq's persistence in a policy of concealment and understatement of the programme's scope and achievements.
٥٥ - وكان ثمة تعويق كبير لفهم تفاصيل البرنامج النووي السري للعراق من جراء إصرار العراق على اﻷخذ بسياسة إخفاء نطاق البرنامج ومنجزاته الى جانب التقليل من شأنه.

3.1 Main equipment and materials used in Iraq's clandestine nuclear programme which were destroyed or rendered harmless under IAEA supervision
٣-١ المعدات والمواد الرئيسية المستخدمة في البرنامج النووي السري للعراق التي تم تدميرها أو جعلها عديمة الضرر تحت إشراف الوكالة الدولية للطاقة الذرية

In the matter of the motives behind the actions attributed by Iraq to the late Lieutenant-General Hussein Kamel, it is beyond debate that concealment of components of Iraq's clandestine nuclear programme continued until at least August 1995.
أما فيما يتعلق بمسألة الدوافع الكامنة وراء اﻷعمال التي عزاها العراق إلى الفريق الراحل حسين كامل، فإنه مما لا نقاش فيه أن إخفاء مكونات البرنامج النووي السري للعراق استمر حتى آب/أغسطس ١٩٩٥ على اﻷقل.

83. As indicated in the foregoing, the IAEA's activities regarding the investigation of Iraq's clandestine nuclear programme have reached a point of diminishing returns and the IAEA is focusing most of its resources on the implementation and technical strengthening of its plan for the ongoing monitoring and verification of Iraq's compliance with its obligations under the relevant Security Council resolutions.
٨٣ - وكما هو مبين فيما تقدم، فإن أنشطة الوكالة المتعلقة باستقصاء البرنامج النووي السري للعراق قد وصلت إلى نقطة الجدوى القصوى وتركز الوكالة معظم مواردها حاليا على تنفيذ خطة الرصد والتحقق المستمرين فيما يتعلق بامتثال العراق لالتزاماته بمقتضى قرارات مجلس اﻷمن ذات الصلة وعلى تعزيز هذه الخطة تقنيا.

23. Should Iraq recommence full cooperation with IAEA, there would be no impediment to the full implementation of the Agency's OMV plan and, as part of that plan, the further investigation of the few remaining questions and concerns and any other aspect of Iraq's clandestine nuclear programme arising out of new information coming to the Agency's attention.
٢٣ - وإذا ما استأنف العراق التعاون التام مع الوكالة، لن يكون هناك أي عائق أمام التنفيذ الكامل لخطة الوكالة للرصد والتحقق المستمرين، والاستمرار، كجزء من تلك الخطة، في تفحص المسائل والشواغل القليلة المتبقية وأي جانب آخر من جوانب البرنامج النووي السري للعراق تظهره أي معلومات جديدة تصل إلى علم الوكالة.

This inherent uncertainty is compounded by Iraq's lack of full transparency in the provision of information, which has resulted in added uncertainties regarding the extent of external assistance to Iraq's clandestine nuclear programme and Iraq's achievements in some aspects of its clandestine nuclear programme, owing to the absence of related programme documentation.

During that same visit, further discussions were held regarding (a) the status of the design options for Iraq's planned nuclear weapon and (b) the Agency's access to reports that Iraq's nuclear team had been required to submit to the head of Iraq's clandestine nuclear programme (PC-3), regarding their interaction with IAEA inspection teams.
