As requested by the SBI at its seventh session, the progress report will also include the secretariat's observations on the initial communications submitted by non-Annex I Parties by 30 March 1998.

Approach paper by the Group of 77 and China on recommendations on guidelines and format for preparation of initial communications from non-Annex I Parties

1. The guidelines for the preparation of initial communications by Parties not included in Annex I have five principal objectives, taking into account Article 4.7:
١- إن للمبادئ التوجيهية ﻹعداد البلاغات اﻷولية المقدمة من اﻷطراف غير المدرجة في المرفق اﻷول خمسة أهداف رئيسية، مع مراعاة المادة ٤-٧:

26. In accordance with Article 12.5, the timing for submission of initial communications is within three years of entry into force for that Party or of the availability of financial resources in accordance with Article 4.3.
٦٢- وفقاً للمادة ٢١-٥، تقدم البلاغات اﻷولية في غضون فترة ثلاث سنوات من تاريخ بدء نفاذ الاتفاقية بالنسبة للطرف أو من تاريخ توفر الموارد المالية وفقاً للمادة ٤-٣.

The SBI invited non-Annex I Parties to nominate national focal points for facilitating assistance for the preparation of the initial communications.

The SBSTA considered document FCCC/SB/MISC.1/Add.1 as the principal basis for the adoption of guidelines and format for the preparation of initial communications from non-Annex I Parties.
٨٦- ونظرت الهيئة الفرعية في الوثيقة FCCC/SB/MISC.1/Add.1، بوصفها اﻷساس الرئيسي لاعتماد المبادئ التوجيهية والشكل ﻹعداد البلاغات اﻷولية المقدمة من اﻷطراف غير المدرجة في المرفق اﻷول.

Guidelines for the preparation of initial communications from non-Annex I Parties have also been approved by the COP (decision 10/CP.2), and eight communications have since been submitted.
كما أقر مؤتمر اﻷطراف المبادئ التوجيهية الخاصة بإعداد البلاغات اﻷولية المقدمة من اﻷطراف غير المدرجة في المرفق اﻷول )المقرر ٠١/م أ-٢( وقد تم منذ ذلك الحين تقديم ثمانية بلاغات.

At the same session, the SBI also requested the secretariat to organise a workshop, prior to the eighth session of the SBI, with the aim of assisting deliberations on the matter in the light of submissions of initial communications received by the secretariat by that time.

It also noted with appreciation document FCCC/SB/1996/MISC.1/Add.1, containing the position paper of the Group of 77 and China on recommendations on guidelines and format for the preparation of initial communications from non-Annex I Parties.
كذلـــك فإنهـــا قـــد أحاطــــت علمــــاً مع التقدير بالوثيقة FCCC/SB/1996/MISC.1/Add.1، التي تحتوي على ورقة موقف مجموعة اﻟ٧٧ والصين بشأن التوصيات المتعلقة بالمبادئ التوجيهية والشكل الخاصين بإعداد البلاغات اﻷولية المقدمة من اﻷطراف غير المدرجة في المرفق اﻷول.

The SBI considered document FCCC/SB/1996/MISC.1/Add.1 as the principal basis for the decision to adopt and implement guidelines and format for the preparation of initial communications from non-Annex I Parties.
٦٢- ونظرت الهيئة الفرعية للتنفيذ في الوثيقة FCCC/SB/1996/MISC.1/Add.1 بوصفها اﻷساس الرئيسي للقرار المتعلق باعتماد وتنفيذ المبادئ التوجيهية وشكل إعداد البلاغات اﻷولية من اﻷطراف غير المدرجة في المرفق اﻷول.

The SBI requested the secretariat to continue to facilitate assistance to non-Annex I Parties, in accordance with Article 8.2, by organizing forums for the exchange of experiences, and by providing relevant information, including exchanges between Parties, on the preparation of initial communications, using the resources of the supplementary fund.
٠٣- ورجت الهيئة الفرعية للتنفيذ من اﻷمانة مواصلة تقديم المساعدة إلى اﻷطراف غير المدرجة في المرفق اﻷول، وفقا للمادة ٨-٢، عن طريق تنظيم محافل لتبادل الخبرات وتوفير المعلومات ذات الصلة بما في ذلك عمليات التبادل بين اﻷطراف فيما يتعلق بإعداد البلاغات اﻷولية باستخدام موارد الصندوق التكميلي.

1. Decides that the information contained in the initial communications of Parties not included in Annex I will be considered in a facilitative, non-confrontational, open and transparent manner to ensure that the COP has accurate, consistent and relevant information at its disposal to assist it in carrying out its responsibilities;
١- يقرر أن يتم النظر في المعلومات التي تتضمنها البلاغات اﻷولية من اﻷطراف غير المدرجة في المرفق اﻷول على النحو المتسم باليسر والتجرد من المجابهة والانفتاح والشفافية لتأمين حصول مؤتمر اﻷطراف على معلومات دقيقة ومتماسكة وذات علاقة بالموضوع تساعده على الاضطلاع بمسؤولياته؛

(j) [To prepare a report on the application of guidelines for the preparation of initial communications from Parties not included in Annex I with a view to further enhancing the accuracy, completeness, comparability and focus on national communications;]
)ي( ]إعداد تقرير عن تطبيق المبادئ التوجيهية ﻹعداد البلاغات اﻷولية المقدمة من الدول اﻷطراف غير المدرجة في المرفق اﻷول بغية زيادة تعزيز الدقة والكمال والقابلية للمقارنة والتركيز على البلاغات الوطنية؛[

(b) The SBI also took note of the views expressed by Parties on the preparation and consideration of communications from non-Annex I Parties and of the two draft decisions on the consideration of initial communications from Parties not included in Annex I to the Convention.
)ب( كذلك أحاطت الهيئة علماً باﻵراء التي أعربت عنها اﻷطراف بشأن إعداد بلاغات اﻷطراف غير المدرجة في المرفق اﻷول والنظر فيها، وبمشروعي المقررين الخاصين بالنظر في البلاغات اﻷولية لﻷطراف غير المدرجة في المرفق اﻷول للاتفاقية.

The activities of the project aim to improve the quality, comprehensiveness, and timeliness of the initial communications from non-Annex I Parties in accordance with the Convention guidance through: (i) the operation of a desk for climate change enabling activities, (ii) provision of additional technical assistance, and (iii) organization of a number of thematic and regional workshops.
وتهدف أنشطة المشروع إلى تحسين نوعية وشمولية وتوقيت البلاغات اﻷولية الواردة من البلدان غير المدرجة في المرفق اﻷول وذلك وفقاً لﻹرشاد الذي توفره الاتفاقية من خلال: ' ١ ' تشغيل مكتب لﻷنشطة التمكينية في مجال تغير المناخ، ' ٢ ' وتوفير المساعدة التقنية اﻹضافية، ' ٣ ' وتنظيم عدد من حلقات العمل الموضوعية واﻹقليمية.

The annex to decision 10/CP.2, providing reporting guidance for the preparation of the initial national communications of non-Annex I Parties, does not specifically request Parties to report on information and networking.
131- لا يطلب مرفق القرار 10/م أ-2 الذي يعرض المبادئ التوجيهية لإعداد البلاغات الأولية المقدمة من الأطراف غير المدرجة في المرفق الأول للاتفاقية من الأطراف بشكل محدد تقديم تقارير عن المعلومات والربط الشبكي.
