Two issues, among others, stand out as key challenges, namely, attracting developed country Parties to form substantive and long-lasting partnerships in the implementation of the national action programmes; and the opportunities for synergy in the implementation at national and community level, of the three Rio conventions on biological diversity, climate change and desertification.

23. In this area, the Conference recognized the importance of providing clarity on the level of financial support that will be provided by developed country Parties to developing country parties to allow for enhanced implementation of the Convention.

The COP should invite (a) the affected country Parties to integrate and prioritize their National Action Programmes (NAPs) into their national development plans, and (b) the developed country Parties to mainstream UNCCD objectives into their development programmes/projects.
