Contributions are " mandatory " in the sense that each of the conventions requires developed country Parties to provide new and additional funds to assist developing countries in meeting the agreed full incremental costs of implementing their convention obligations.

10. Requests developed country Parties to prepare biennial submissions on their updated strategies and approaches for scaling up climate finance from 2014 to 2020, including any available information on quantitative and qualitative elements of a pathway, on the following:
10- يطلب إلى البلدان المتقدمة الأطراف أن تعدّ تقارير كل سنتين عن آخر استراتيجياتها ونُهُجها المتبعة لزيادة التمويل المتعلق بتغير المناخ في الفترة من عام 2014 إلى عام 2020، تُضمّنها أي معلومات متاحة عن العناصر الكمية والنوعية لمسار في هذا الصدد، وتُدرج فيها ما يلي:

11. Requests developed country Parties to submit any additional information for the clarification of their targets and associated assumptions and conditions as outlined in decision 2/CP.17, paragraph 5, and all Parties to submit their views on the work programme referred to in paragraph 8 above, by 25 March 2013, for compilation by the secretariat into a miscellaneous document;
11- يطلب إلى البلدان المتقدمة الأطراف أن تقدم أية معلومات إضافية لإيضاح أهدافها وما يرتبط بها من افتراضات وشروط موجزة في الفقرة 5 من المقرر 2/م أ-17، وجميع الأطراف أن تقدم آراءها بشأن برنامج العمل المشار إليه في الفقرة 8 أعلاه، بحلول 25 آذار/مارس 2013، لتجمعها الأمانة في وثيقة متفرقات؛

COP 17 requested developed country Parties to submit their first biennial reports to the secretariat by 1 January 2014, and requested the secretariat to prepare a compilation and synthesis report on the information contained therein for consideration at COP 20 and subsequent sessions.
وطلب مؤتمر الأطراف في دورته السابعة عشرة() إلى البلدان المتقدمة الأطراف أن تقدم تقارير فترة السنتين إلى الأمانة بحلول 1 كانون الثاني/يناير 2014، وطلب إلى الأمانة أن تعد تجميعاً وتقريراً توليفياً للمعلومات التي تقدمها هذه البلدان كي ينظر فيها مؤتمر الأطراف في دورته العشرين وفي دوراته اللاحقة.
