By its decision 16/25 of 31 May 1991, the Governing Council set the following long-term goals for the work of ELI/PAC: (a) a coherent body of international law in the environmental field; (b) national environmental laws adopted and institutions established in developing countries; and (c) an operational comprehensive database on national and international environmental law.

At its twenty-eighth session, the Statistical Commission recommended that the Task Force undertake efforts to develop a framework for the various activities, indicating their relative priority and links to the policy agenda of national and international environmental agencies (see para. 5 below), and providing milestones against which progress could be measured (see paras. 11 and 17 below).a

(c) Study the adequacy of and identify any gaps in existing legal regimes in protecting the environment from military activities, including to what extent the rules on warfare are protective of the environment, to what extent international environmental obligations apply during times of armed conflict and the extent to which the military sector complies with national and international environmental obligations during peacetime;
