440. The Committee is concerned that disaggregated data on persons under 18 years relating to the rights contained in the Convention are not systematically collected and used effectively to assess progress and design policies to implement the Convention.

41. Ms. Maria Inês Barbosa, Brazilian Institute of Applied Economic Research (IPEA), said that collecting disaggregated data could be a painful experience because that information revealed very sad circumstances and there were many difficult battles to be fought between the time that the data were collected and their use in public policy.

وتوصي اللجنة بأن تنشئ الدولة الطرف نظاماً شاملاً لجمع البيانات المفصّلة وذلك بغية تجميع كافة المعلومات الضرورية عن حالة الأطفال في شتى المجالات المشمولة بالاتفاقية، بمن فيهم الأطفال المنتمون للفئات الضعيفة، كأساس لتقييم التقدم المحرز في إعمال حقوق الأطفال والمساعدة على تصميم سياسات ترمي إلى تنفيذ أحكام الاتفاقية تنفيذاً أفضل.

However, the Committee reiterates its concern at the lack of disaggregated data by region, gender and age and at the insufficient data on children in need of special protection, in particular, children living in extreme poverty, abused and neglected children, children in conflict with the law and children belonging to minorities and indigenous groups.
غير أن اللجنة تكرر قلقها إزاء نقص البيانات المفصّلة بحسب المنطقة ونوع الجنس والعمر وعدم كفاية البيانات عن الأطفال المحتاجين إلى حماية خاصة، ولا سيما بالنسبة للأطفال الذين يعيشون في فقر مدقع، والأطفال الذين يعانون من الإيذاء والإهمال، والأطفال الجانحين وأولئك المنتمين إلى أقليات وجماعات السكان الأصليين.

While noting the statistical data, based on the April 2011 census, provided orally by the delegation of the State party, the Committee regrets the delay in the processing of the data obtained from the census and the absence of disaggregated data it had requested previously on the socioeconomic situation and, in particular, the situation of the various ethnic minorities (art. 2).
5- بينما تلاحظ اللجنة البيانات الإحصائية، المستنِدة إلى تعداد السكان في نيسان/ أبريل 2011، والمقدمة شفوياً من وفد الدولة الطرف، فإنها تأسف لتأخر معالجة البيانات المستمدّة من هذا التعداد ولعدم تقديم البيانات المفصّلة التي كانت قد طلبتها من قبل عن الحالة الاجتماعية - الاقتصادية، ولا سيما حالة مختلف الأقليات العرقية (المادة 2).
