36. The Committee urges the State party to engage in a genuine dialogue with children, religious and community leaders in Tibet Autonomous Region in an effort to halt self-immolations and protect the inherent right to life, survival and development of all Tibetan children.
36- تحث اللجنة الدولة الطرف على الدخول في حوار حقيقي مع الأطفال والقيادات الدينية والمجتمعية في منطقة التبت المتمتعة بالحكم الذاتي في مسعى لوقف حالات الانتحار حرقاً وحماية الحق الطبيعي في الحياة والبقاء والنماء لجميع الأطفال التبتيين.

The Committee notes the information provided by the State party regarding the events in Tibet Autonomous Region in March 2008, as well as the events in Urumqi, Xinjiang Uighur Autonomous Region, in July 2009.

For primary-school children of farmers and herdsmen in the Tibet Autonomous Region, there are " three guarantees " (for food, accommodation and school supplies) in place and the level of funding has been steadily increased.

In 2008, seven special procedures mandate-holders and the High Commissioner for Human Rights voiced concern over the rising tensions between protesters and security forces in the Tibet Autonomous Region (TAR) and surrounding areas of China, and noted reports of deaths and property destruction.
17- وفي عام 2008، أعرب سبعة من المكلفين بولايات الإجراءات الخاصة(50) والمفوضة السامية لحقوق الإنسان عن قلقهم إزاء التوترات المتصاعدة بين المحتجين وقوات الأمن في منطقة التبت المتمتعة بالحكم الذاتي والمناطق المحيطة بالصين، وأحاطوا علماً بالتقارير عن فقدان الأرواح وتدمير الممتلكات.

Tibetan UPR Forum (TUPRF) recommended the Government to allow the functioning of independent civil society organizations in Tibet Autonomous Region (TAR), and to offer access and support to bilateral technical assistance providers and international NGO to further develop Tibetan civil society organizations.
وأوصى منتدى التبت للاستعراض الدوري الشامل الحكومة بالسماح بعمل منظمات المجتمع المدني المستقلة في منطقة التبت المتمتعة بالحكم الذاتي وتوفير إمكانية الوصول والدعم لمقدمي المساعدات التقنية الثنائيين والمنظمات غير الحكومية الدولية من أجل مواصلة تطوير منظمات المجتمع المدني في التبت(17).

83. In the process of responding to the international financial crisis that recently swept the globe, the Chinese Government continues to increase investment in the Tibet Autonomous Region in the areas of finance and taxation, banking, capital investment, industrial construction and the development of social programmes, and has adopted a series of special preferential policies to promote the economic and social development of that Region.
83- وفي إطار الاستجابة للأزمة المالية الدولية التي اجتاحت العالم مؤخرا، تواصل الحكومة الصينية زيادة الاستثمار في منطقة التبت المتمتعة بالحكم الذاتي في مجالات التمويل والضرائب، والخدمات المصرفية، والاستثمارات الرأسمالية، والبناء الصناعي، وتطوير البرامج الاجتماعية، واعتمدت سلسلة من السياسات التفضيلية الخاصة لتعزيز التنمية الاقتصادية والاجتماعية في تلك المنطقة.

TUPRF recommended to invite the Special Rapporteur on Summary and Arbitrary Executions and to provide unimpeded access to the Tibet Autonomous Region (TAR) for United Nations human rights experts, including the United Nations High Commissioner for Human Rights and other independent observers.
وأوصى منتدى التبت للاستعراض الدوري الشامل بتوجيه دعوة إلى المقرر الخاص المعني بمسألة الإعدام خارج نطاق القضاء أو بإجراءات موجزة أو تعسفاً وتوفير إمكانية الوصول دون عراقيل إلى منطقة التبت المتمتعة بالحكم الذاتي لخبراء الأمم المتحدة لحقوق الإنسان، بمن فيهم مفوضة الأمم المتحدة السامية لحقوق الإنسان والمراقبون المستقلون الآخرون(21).

12. On 10 April, jointly with other mandate holders, the Special Rapporteur issued a statement calling for restraint and transparency as mass arrests were reported in the Tibetan Autonomous Region of China and surrounding areas.
12 - وفي 10 نيسان/أبريل، أصدر المقرر الخاص مع مكلفين آخرين بولايات بيانا يدعون فيه إلى ضبط النفس والشفافية بشأن ما ورد من تقارير عن أعمال الاعتقال الجماعي في منطقة التبت المتمتعة بالحكم الذاتي في الصين والمناطق المحيطة بها.

5. The case summarized below was reported to the Working Group on Arbitrary Detention as follows: Mr. Dolma Kyab, also known as Zhou Ma Jia, 29 years old, resident of Haibei, Tibetan Autonomous Prefecture in Qinghaï, is a writer and a history teacher at a school in Lhasa.
5- وقد أُبلغ الفريق العامل المعني بالاحتجاز التعسفي بالقضية الموجزة أدناه كما يلي: السيد دولما كياب، المعروف أيضاً بزهو ما جيا، السن 29عاماً، مقيم في هايباي، مقاطعة التبت المتمتعة بالحكم الذاتي في كينغاي، كاتب ومدرس تاريخ في مدرسة في لهاسا.

The State party should conduct investigations or inquests into the deaths, including deaths in custody, of persons killed in the March 2008 events in the Tibetan Autonomous Region and neighbouring Tibetan prefectures and counties.
وينبغي أن تجري الدولة الطرف تحقيقات أو استجوابات بشأن حالات الوفاة، بما فيها الوفاة في الحبس، المتعلقة بمن قُتلوا في أحداث آذار/مارس 2008 في منطقة التبت المتمتعة بالحكم الذاتي والأقاليم والمحافظات التبتية المجاورة.
