555. The Committee is concerned about the vague adoption procedures, the occurrence of informal adoption and the absence of mechanisms to review, monitor and follow up adoption, especially intercountry adoptions.

The Committee also expresses concern regarding the practice of the socalled informal adoption, which may entail exploitation of children as domestic servants.

324. The Committee notes the practice of " informal adoption, " but is concerned that in some cases, the best interests of the child are not fully respected.

The Committee also expresses its concern at the lack of information about the " informal adoption " of children cared for by their extended families, including of children who are AIDS orphans, which is widely practised but not monitored.

(b) The practice of informal adoption which coincides with high risk for children to be exploited as domestic servants;
(ب) ممارسة التبني غير الرسمي الذي يترافق وارتفاع مخاطر استغلال الأطفال كخدم في المنازل؛

In the light of article 21 of the Convention, the Committee recommends that the State party strengthen the administrative procedures for formal domestic adoptions, in order to prevent abuse of the practice of informal adoption and guarantee the protection of the rights of children.
168- وفي ضوء المادة 21 من الاتفاقية، توصي اللجنة الدولة الطرف بأن تعزز الإجراءات الإدارية لعمليات التبني الرسمي التي تلجأ إليها الأسر، منعاً لاستغلال ممارسة التبني غير الرسمي وضمانا لحماية حقوق الأطفال.

194. The Committee recommends that the State party undertake measures to ensure greater legal and effective protection of the rights of children deprived of their parents to emotional care and to education and health services, including in the context of informal adoption procedures.
194- توصي اللجنة بأن تتخذ الدولة الطرف تدابير لضمان زيادة الحماية القانونية والفعلية لحقوق الأطفال الذين فقدوا والديهم وحقهم في الرعاية المعنوية والتعليم والخدمات الصحية. بما في ذلك في سياق إجراءات التبني غير الرسمي.

202- في ضوء المادة 21 من الاتفاقية، توصي اللجنة الدولة الطرف بأن تعزز الإجراءات الإدارية والتشريعية الخاصة بعمليات التبني الرسمية المحلية وفيما بين البلدان بغية منع سوء ممارسة التبني غير الرسمي وكفالة حماية حقوق الأطفال المعنيين.

194. In light of article 21 of the Convention, the Committee recommends that where adoption is considered, the State party encourage and promote formal domestic and intercountry adoptions, in order to prevent the abuse of the practice of informal adoption and protect the rights of children.
194- وفي ضوء المادة 21 من الاتفاقية، توصي اللجنة الدولة الطرف، عند النظر في حالات التبني، بالتشجيع على التبني الرسمي في داخل البلد وخارجه، بغية تجنب الإفراط في حالات التبني غير الرسمي وكفالة حماية حقوق الطفل.
