(i) " Freezing " or " seizure " shall mean temporarily prohibiting the transfer, conversion, disposition or movement of property or temporarily assuming custody or control of property on the basis of an order issued by a court or other competent authority;

The request for the freezing or seizure of funds issued by the requesting foreign authorities must reasonably substantiate that there exist sufficient grounds for taking such measures and that the funds or property in question will be subject to confiscation. In such cases the request must contain the following information:
ويجب أن يتوفر في طلب التجميد أو الحجز الصادر من السلطات الأجنبية الطالبة أساسا معقولا بأن هناك أسبابا كافية لاتخاذ تدابير من هذا القبيل وبأن تلك الأموال أو الممتلكات ستخضع للمصادرة على أن يتضمن الطلب في هذه الحالة المعلومات التالية:

Such assistance includes the taking of testimonies or statements, providing evidentiary items, tracing and identifying persons, transferring detained persons as witnesses, the execution of freezing or seizure orders, the freezing, seizure and confiscation and the disposal of the proceeds of crime and the recovery of assets.
ومن أشكال المساعدة المعنية سماع الشهادات أو الإفادات، وتقديم عناصر الأدلة، وتتبُّع الأشخاص وتحديد هوياتهم، ونقل المحتجزين بصفتهم شهوداً، وتنفيذ أوامر التجميد أو الحجز، وتجميد عائدات الجريمة وحجزها ومصادرتها والتصرف بها، واستعادة الموجودات.

The Travaux Préparatoires clarify that in the former case, a State party may choose to establish procedures either for recognizing and enforcing a foreign freezing or seizure order or for using such an order as the basis for seeking the issuance of its own order.
وتوضح الأعمال التحضيرية أنه يجوز في الحالة الأولى للدولة الطرف أن تختار اعتماد إجراءات إما للاعتراف بأمر التجميد أو الحجز الأجنبي وإنفاذه وإما لاستخدام ذلك الأمر كأساس لاستصدار أمر تجميد أو حجز خاص بها.

61. The travaux préparatoires will indicate in relation to paragraph 2 (a) of this article that a State Party may choose to establish procedures either for recognizing and enforcing a foreign freezing or seizure order or for using a foreign freezing or seizure order as the basis for seeking the issuance of its own freezing or seizure order.
61- سوف تبين " الأعمال التحضيرية " فيما يتعلق بالفقرة 2 (أ) من هذه المادة أنه يجوز للدولة الطرف أن تختار إقرار اجراءات إما للاعتراف بأمر التجميد أو الحجز الأجنبي وإنفاذه وإما لاستخدام أمر التجميد أو الحجز الأجنبي أساسا لاستصدار أمر التجميد أو الحجز الخاص بها.

Reference to a freezing or seizure order in paragraph 2 (a) of this article should not be construed as requiring enforcement or recognition of a freezing or seizure order issued by an authority that does not have criminal jurisdiction.
علما بأن الاشارة الى أمر التجميد أو الحجز الواردة في الفقرة 2 (أ) من هذه المادة لا ينبغي تأويلها على أنها تقتضي إنفاذ أمر تجميد أو حجز صادر عن سلطة ليس لديها ولاية قضائية جنائية أو الاعتراف بهذا الأمر.
