٤ - تلاحظ أيضا، مع التسليم بفوائد تحرير التدفقات الرأسمالية الدولية، اﻷثر الضار المحتمل لتقلﱡب التدفقات الرأسمالية القصيرة اﻷجل وأسعار الصرف على أسعار الفائدة وحالة مديونية البلدان النامية، وتشدد على ضرورة الاتساق في تنفيذ السياسات من أجل تخفيف حدة تأثير هذا التقلﱡب؛

The Commission notes the resilience of FDI flows to Asia so far, in spite of the financial instability in this region, in which the volatility of short-term capital flows played a role.
٥- وتلاحظ اللجنة ما اتسمت به تدفقات الاستثمار اﻷجنبي المباشر إلى آسيا من مرونة حتى اﻵن على الرغم من عدم استقرار الوضع المالي في هذه المنطقة، وهو وضع كان لتقلب التدفقات الرأسمالية القصيرة اﻷجل دور في ظهوره.

" ٦ - تشدد أيضا على ضرورة وجود ترابط في السياسات العامة فيما بين البلدان المتقدمة النمو تجنﱡبا لتقلﱡب التدفقات الرأسمالية القصيرة اﻷجل وأسعار الصرف وأسعار الفائدة الدولية الذي يمكن أن يؤثر تأثيرا ضارا في حالة مديونية البلدان النامية؛

50. Several countries in the region have experienced volatility in short-term capital flows, caused by either domestic or external changes, that have obliged central banks to intervene in efforts to neutralize their destabilizing impacts.
٠٥ - وقد عانت بلدان عديدة في المنطقة من تقلبات اعترت التدفقات الرأسمالية القصيرة اﻷجل سببتها التغييرات المحلية أو الخارجية التي دفعت البنوك المركزية إلى التدخل سعيا إلى تحييد آثارها المزعزعة للاستقرار.

Recognizes also the adverse impact of the volatility of short-term capital flows and exchange rates on interest rates and the debt situation of developing countries, and stresses the need for coherence in implementing policies, as well as orderly, gradual and well-sequenced approaches to capital account liberalization, in order to mitigate the impact of such volatility and reduced access to external financing;
" ١٩ - تسلم أيضا باﻷثر الضار الناجم عن تقلب التدفقات الرأسمالية القصيرة اﻷجل وأسعار الصرف على أسعار الفائدة وحالة مديونية البلدان النامية، وتشدد على ضرورة الاتساق في تنفيذ السياسات، وكذلك توخي اتباع نهج منظمة وتدريجية وجيدة التعاقب لتحرير الحسابات الرأسمالية، بغية تخفيف اﻷثر الناجم عن ذلك التقلب وقلة الحصول على التمويل الخارجي؛
