Affirming the commitment of all States to respect the sovereignty, political independence and territorial integrity of Sierra Leone,
وإذ يؤكد التزام جميع الدول باحترام سيادة سيراليون واستقلالها السياسي وسلامتها الإقليمية،

He notes that, while international human rights law clearly establishes the obligation of all States to respect the human rights of all individuals without distinction of any kind, States may restrict the enjoyment of some international human rights vis-à-vis non-citizens, subject to stringent conditions related to the principle of non-discrimination.
ويشير الأمين العام إلى أن القانون الدولي لحقوق الإنسان ينص على التزام جميع الدول باحترام حقوق الإنسان لجميع الأفراد دون تمييز أياً كان نوعه، غير أنه يجوز للدول أن تقيد تمتع غير المواطنين ببعض حقوق الإنسان الدولية، ويخضع هذا التقييد لشروط صارمة تتعلق بمبدأ عدم التمييز.

He regretted the omission of a proposed paragraph reaffirming the sovereign right of States to enforce national migration legislation and control migration to their territory in a manner consistent with their obligations under international law as well as the obligation of all States to respect the rights of migrants to return to their country of citizenship and of all States to accept the return of their nationals.
26 - وأعرب عن أسفه لحذف فقرة مقترحة تؤكد من جديد حق السيادة للدول في إعمال تشريعاتها الوطنية للهجرة ومراقبة الهجرة إلى أراضيها بطريقة تنسجم مع التزاماتها المترتبة بموجب القانون الدولي وكذلك مع التزام جميع الدول باحترام حقوق المهاجرين في العودة إلى بلد جنسيتهم والتزام جميع الدول بقبول عودة رعاياها.
