The technical and policy content of the discussions had been considerably enhanced by the regular and active participation of representatives of Governments and international organizations and of invited experts, as well as by country presentations on national experiences, as recommended by the Cartagena Commitment.

2. UNCTAD VIII: The Cartagena Commitment

The question whether the existing form of intergovernmental machinery for addressing ECDC is the appropriate one, or whether some alternative form could be envisaged, will be reviewed by the Board in accordance with paragraph 76 of the Cartagena Commitment.
