248. With regard to civil and criminal liability, under the legal principles of Syrian legislation a person who lacks discretion does not bear civil or criminal liability for his acts.
248- وبالنسبة للمسائلة المدنية والجزائية تقضي المبادئ القانونية في التشريع السوري بأن عديم التمييز غير مسؤول عن تصرفاته مدنياً وجزائياً فقد نصت المادة /165/ من القانون المدني السوري على أن:

58- انطلاقاً من ضرورة تطوير التشريع السوري بما يساير تطور المنظومة الاجتماعية، حرص المشرع السوري على تحديث القوانين والتشريعات السورية المتعلقة بالمرأة.

Syrian law emphasizes the need to protect this right of the child from the time of his or her formation as an embryo in the mother's womb.

325. Under Syrian law, " child " , " minor " and " juvenile " are legal terms with the same connotation, namely a person under 18 years of age.
325- وبذلك فإن مصطلحات " الطفل أو القاصر أو الحدث " هي مصطلحات قانونية يقصد بها في التشريع السوري معنى واحد وهي الشخص الذي لم يتم الثامنة عشرة من عمره.

34. The legal principles embodied in Syrian law stipulate that a person who is incapable of acting with discretion does not bear civil or criminal responsibility for his acts. Article 165 of the Civil Code contains the following provision:
٤٣- تقضي المبادئ القانونية في التشريع السوري بأن عديم التمييز غير مسؤول عن تصرفاته مدنياً وجزائياً حيث نصت المادة ٥٦١ من القانون المدني على أن:

Under Syrian law, " child " , " minor " and " juvenile " are legal terms with the same connotation, namely a person under 18 years of age.
وبذلك فإن مصطلحات " الطفل " أو " القاصر " أو " الحدث " هي مصطلحات قانونية يقصد بها في التشريع السوري معنىً واحداً وهي الشخص الذي لم يتم الثامنة عشرة من عمره.

There is nothing in Syrian law to prevent the same rule from applying to Arabs or foreigners who migrate to the Syrian Arab Republic. All children living in the Syrian Arab Republic, regardless of their origin, enjoy the same protection, without discrimination, and are educated at schools on a basis of equality.
وليس في التشريع السوري ما يحول دون ذلك بالنسبة للمهاجر إلى سورية عربياً كان أم أجنبياً، كما أن جميع الأطفال الذين يعيشون على أرض الجمهورية العربية السورية بمختلف أصولهم يتمتعون بحماية واحدة دون تمييز، ويتلقون تعليمهم في المدارس على نفس الدرجة من المساواة.
