This is the purpose of the Law on mass events.
وهو الغرض من قانون التظاهرات الجماهيرية.

According to article 8, paragraph 1, of the Federal Law on mass events, public mass events may be held at any place suitable for the purposes of the event provided that such event does not endanger the security of persons participating in the event in question.
ووفقاً للفقرة 1 من المادة 8 من هذا القانون، يمكن أن تنظم التظاهرات الجماهيرية في أي مكان مناسب للأغراض المتوخاة من الحدث شريطة ألا يعرض أمن المشاركين في الحدث المذكور للخطر.

The procedure for organizing mass events is regulated under the Law on mass events of 30 December 1997.
ويخضع تنظيم التظاهرات الجماهيرية لقانون التجمعات الجماهيرية الصادر في 30 كانون الأول/ديسمبر 1997.

UNODC has also launched a project to identify good practices for preventing corruption in the organization of major public events.
كما استهل المكتب مشروعا لاستبانة الممارسات الفضلى لمنع الفساد في تنظيم التظاهرات الجماهيرية الكبرى.

However, the restrictions on holding public events are linked to the security considerations at a particular place due to its characteristics, such as risk of collapse of a building, for example.
غير أن القيود المفروضة على تنظيم التظاهرات الجماهيرية ترتبط حصراً باعتبارات أمنية خاصة بمكان معين بسبب خصائصه مثل خطر انهيار مبنى.

" (b) To undertake all necessary and possible measures to prevent loss of life, in particular that of children, during public demonstrations, internal and communal violence, civil unrest and public emergencies or armed conflicts, and to ensure that the police, law enforcement agents and security forces act with restraint and in conformity with international human rights law and humanitarian law;
" (ب) أن تتخذ كـل التدابير اللازمة والممكنة لمنـع إزهاق الأرواح، ولا سيما أرواح الأطفال، أثناء التظاهرات الجماهيرية أو في حالات العنف الداخلي والطائفي أو الاضطرابات المدنية أو الطوارئ العامة أو في الصراعات المسلحة، وأن تكفل بأن تلتزم الشرطة وموظفــو إنفاذ القوانين وقوات الأمن بضبط النفس وبمـا يتمشـى مع القانون الدولي لحقوق الإنسان والقانون الإنساني؛

The said article provides for the engagement of liability for violating the existing regulations on the organization and the conduct of meetings, street rallies, demonstrations, other mass events or pickets.
وتنصّ هذه المادة على المسؤولية الإدارية عن انتهاك لوائح تنظيم أو عقد اجتماعات ومسيرات ومظاهرات وغيرها من التظاهرات الجماهيرية أو الإضرابات.

Given that no authorization for the said event has been received, the acts of the author could only be considered as constituting a breach of the regulation on the organization of mass events.
ونظراً إلى أن الاجتماع المذكور لم يُصرّح به على النحو اللازم، فلا يمكن اعتبار أعمال صاحب البلاغ إلا خرقاً للوائح التي تنظم التظاهرات الجماهيرية.

The author breached article 8 of the law on mass events, pursuant to which prior to the receipt of an authorization to conduct a mass event, it is forbidden to anyone without exception to prepare and disseminate information materials.
وصاحب البلاغ قد انتهك المادة 8 من قانون التظاهرات الجماهيرية التي يحظر بموجبها على أي شخص دون استثناء إعداد مواد إعلامية ونشرها بشأن تنظيم تظاهرة جماهيرية قبل الحصول على التصريح اللازم.

This provision establishes administrative liability for violation of the procedure for organizing or holding gatherings, meetings, demonstrations, street marches and other mass events.
ونصّت هذه المادة على المسؤولية الإدارية عن انتهاك إجراءات تنظيم أو عقد تجمعات واجتماعات ومظاهرات ومسيرات وغيرها من التظاهرات الجماهيرية.

The court specifically stated that the author was advertising a mass event before the permission to hold said event was received from the authorities, thus breaching the order for organizing and holding mass events.
وأفادت المحكمة بصفة خاصة بأن صاحبة البلاغ كانت تقوم بالدعاية لتظاهرة جماهيرية قبل تلقي إذن من السلطات بعقدها، وبالتالي انتهكت أمر تنظيم التظاهرات الجماهيرية وعقدها.

وتنصّ هذه المادة على المسؤولية الإدارية عن انتهاك لوائح تنظيم أو عقد اجتماعات ومسيرات ومظاهرات وغيرها من التظاهرات الجماهيرية أو الإضرابات.

Given that no authorization had been given to hold the event, the author's acts could only be considered as constituting a breach of the regulations on the organization of public events.
ونظراً إلى أن الاجتماع المذكور لم يُصرّح به على النحو اللازم، فلا يمكن اعتبار أعمال صاحب البلاغ إلا خرقاً للوائح التي تنظم التظاهرات الجماهيرية.

173. The violation of the requirements for organizing mass action is punishable administratively pursuant to article 155 of the Administrative Code.
٣٧١ - وتنص المادة ٥٥١ من القانون الاداري على فرض عقوبة إدارية على مخالفة شروط تنظيم التظاهرات الجماهيرية.

According to the law, " freedom of mass activities not violating the legal order and rights of other citizens of the Republic of Belarus is guaranteed by the State " .
وينص القانون على أن " الدولة تضمن حرية التظاهرات الجماهيرية التي لا تنتهك النظام القانوني وحقوق المواطنين الآخرين في جمهورية بيلاروس " .
