1. The Spanish Strategy for Cooperation with Indigenous Peoples (ECEPI), approved in 2006, has already had real practical applications in its second year of operation. The Strategy has placed Spanish cooperation activities at the forefront of the donor community with regard to specialized care received by indigenous peoples.

In that regard, any Spanish cooperation activities which directly or indirectly affect indigenous peoples shall respect this right.

F. Second International Decade of the World's Indigenous People 28. Environmental sustainability is one of the cross-cutting priorities of Spanish cooperation, as reflected by the AECI Strategy for Cooperation with Indigenous Peoples, which recognizes the fundamental role of indigenous peoples in biodiversity conservation.

227. Lastly, the Spanish cooperation recognizes sexual and reproductive rights as a more complete focus than mother and child health and promotes projects for fulfilment of these rights, supporting the United Nations Population Fund with a strategic association framework of funding for 2010-2012.

That framework has been incorporated into the Spanish Strategy for Cooperation with Indigenous Peoples and the Master Plan for Spanish cooperation 2009-2012, both of which have adopted the following as guiding principles for Spanish cooperation activities affecting indigenous peoples:

This Master Plan is a response to the recommendations made by the OECD Development Assistance Committee in its 2011 peer review, in which it indicated the need to increase the geographical, sectoral and multilateral concentration of Spanish cooperation, work towards development results, improve accountability and strengthen evaluation and follow-up mechanisms.
