Economic and technical cooperation among developing countries was the only way to avoid their further marginalization in the world economy. In order to achieve that goal, there was a critical need to strengthen the institutional capacities of developing countries and to integrate that mechanism fully into national policies.

In connection with the twentieth anniversary of the Buenos Aires Plan of Action, the Group of 77 and China welcomed the proposal for a United Nations day for South-South cooperation and the recommendations in the Secretary-General’s report on strengthening the integration of Economic and technical cooperation among developing countries in the operational activities of the United Nations system.
