Under article 20 (paras. 1 and 2), if the Committee receives reliable information which appears to it to contain well-founded indications that torture is being systematically practised in the territory of a State party, the Committee shall invite that State party to cooperate in the examination of the information and to this end to submit observations with regard to the information concerned.
وتنص المادة 20 (الفقرتان 1 و2) على أنه إذا تلقت اللجنة معلومات موثوقاً بها وبدا لها أن تلك المعلومات تتضمن دلائل لها أساس قوي تشير إلى أن تعذيباً يُمارَس على نحو منتظم في أراضي دولة طرف، تدعو اللجنة الدولة الطرف المعنية إلى التعاون في دراسة هذه المعلومات والقيام، تحقيقاً لهذه الغاية، بتقديم ملاحظات بصدد تلك المعلومات.
