In connection with article 4 of the Convention, it was recalled that each State party should ensure that all acts of torture are offences under its criminal law and clarification was requested on the extent to which Norway was complying with that requirement and how it dealt with the question of mental torture.

21. With regard to article 4 of the Convention, under the terms of paragraph 1 of which each State party undertakes to ensure that all acts of torture are offences under its criminal law, all such acts are, in fact, designated as criminal offences in the Islamic sharia and the Kingdom's regulations, as can be seen from:

Al Karama indicated that the Committee against Torture recommended that such a definition " should ensure that all acts of torture are offences under criminal law and that appropriate penalties are established for those responsible for such acts " .
وأشارت منظمة الكرامة إلى إن لجنة مناهضة التعذيب أوصت بأنه ينبغي لهذا التعريف " أن يكفَل اعتبار جميع أعمال التعذيب جرائم بموجب القانون الجنائي والنص على عقوبات مناسبة للمسؤولين عن تلك الأعمال " (18).

125. Article 1 contains a general definition of what is meant by torture. Article 4 requires States to ensure that all acts of torture are offences under their criminal law, the same applying to an attempt to commit torture and to an act by any person which constitutes complicity or participation in torture.
١٢٥- نصت المادة الأولى على إيراد تعريف شامل يوضح ما هو المقصود بالتعذيب وأوجبت المادة ٤ على الدول ضمان أن تكون جميع أعمال التعذيب جرائم بموجب قانونها الجنائي، وينطبق الأمر ذاته على قيام أي شخص بأية محاولة لممارسة التعذيب وعلى قيامه بأي عمل آخر يشكل تواطؤاً ومشاركة في التعذيب.
