Torture, Arbitrary and Summary executions, enforced and involuntary disappearances, arbitrary detention, and the ill-treatment of minorities, indigenous populations and migrants are widespread.

In this connection, the Special Rapporteur wishes to draw the Government's attention to the standards pertaining to the investigation of extrajudicial executions contained in the Principles on the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions.

The duty to investigate human rights abuses has been further reiterated and confirmed in a number of international instruments, including the Declaration on the Protection of All Persons from Enforced Disappearance and the Principles on the Effective Prevention of and Investigations of Extra-legal, Arbitrary and Summary Executions.E/CN.4/1999/39
وقد تكرر التأكيد على الالتزام بالتحقيق في انتهاكات حقوق الإنسان والتشديد على ذلك الالتزام، في عدة وثائق دولية، بما فيها الإعلان المتعلق بحماية جميع الأشخاص من الاختفاء القسري، ومبادئ المنع والتقصي الفعالين لعمليات الإعدام خارج القضاء والإعدام التعسفي والإعدام دون محاكمة.

In this regard, attention is drawn to paragraph 20 of the Principles on the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions, under which the families and dependants of victims of extra-legal, arbitrary or summary executions shall be entitled to fair and adequate compensation within a reasonable period of time.
وفي هذا الصدد، يوجَّه الانتباه إلى الفقرة 20 من مبادئ المنع والتقصي الفعالين لعمليات الإعدام خارج نطاق القانون والإعدام التعسفي والإعدام دون محاكمة، التي تنص على حق أسر الضحايا ومن يعولهم هؤلاء الضحايا في الحصول خلال فترة معقولة على تعويض عادل وكافٍ.

(a) The Principles on the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions;
(أ) مبادئ المنع والتقصي الفعالين لعمليات الإعدام خارج نطاق القانون والإعدام التعسفي والإعدام بإجراءات موجزة؛

It will be recalled that the Principles on the Effective Prevention and Investigation of Extralegal, Arbitrary and Summary Executions emphasize the absolute respect for life even during " a state of war or threat of war, internal political instability or any other public emergency " .
ويذكر أن مبادئ المنع والتقصي الفعالين لعمليات الإعدام خارج نطاق القانون والإعدام التعسفي والإعدام بإجراءات موجزة تشدد على الاحترام المطلق للحياة حتى خلال " حالة الحرب أو التهديد بالحرب، أو عدم الاستقرار السياسي الداخلي أو أي حالة طوارئ عامة أخرى " .

2. In the same resolution, the Commission also invited OHCHR and the Crime Prevention and Criminal Justice Division of the Secretariat to consider revising the Manual on the Effective Prevention and Investigation of Extralegal, Arbitrary and Summary Executions.
2- وفي القرار ذاته دعت اللجنة أيضاً مكتب المفوضة السامية وشعبة منع الجريمة والعدالة الجنائية التابعة للأمانة إلى النظر في تنقيح دليل المنع والتقصي الفعالين لعمليات الإعدام خارج نطاق القانون والإعدام التعسفي والإعدام بإجراءات موجزة.

6. No comments or suggestions concerning the possibility of revising the Manual or concerning the Principles on the effective prevention and investigation of extralegal, Arbitrary and Summary executions, adopted by the Economic and Social Council by its resolution 1989/65, were received by OHCHR.

a. Principles on the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions (Economic and Social Council resolution 1989/65, annex);
أ- المبادئ المعنية بالمنع والتقصي الفعالين لعمليات الإعدام خارج نطاق القانون والإعدام التعسفي والإعدام دون محاكمة (قرار المجلس 1989/65، المرفق)؛

(a) Principles on the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions, adopted by the Economic and Social Council in its resolution 1989/65 of 24 May 1989;
(أ) مبادئ المنع والتقصي الفعالين لعمليات الإعدام خارج نطاق القانون والإعدام التعسفي والإعدام بإجراءات موجزة، التي اعتمدها المجلس الاقتصادي والاجتماعي في قراره 1989/65 المؤرخ في 24 أيار/ مايو 1989؛

9. All States were invited to participate in the sixth quinquennial report on the use and application of the death penalty, including in Arbitrary and Summary executions, by means of a detailed methodological instrument, a questionnaire designed by the Centre for International Crime Prevention. It was a unique and innovative instrument.
9- دعيت جميع الدول إلى الاشتراك في التقرير الخمسي السادس عن استخدام وتطبيق عقوبة الإعدام، بما في ذلك عمليات الإعدام التعسفي والإعدام بإجراءات موجزة، عن طريق استخدام صك منهجي مفصل، هو استبيان صممه المركز المعني بمنع الإجرام الدولي وكان صكاً فريداً من نوعه وابتكارياً.

In 2010, 40 cases of extrajudicial, arbitrary or summary executions and/or politically motivated killings and 30 of torture were documented by BNUB/OHCHR.
