23. In the light of the comments and observations made in the paragraphs above, the Advisory Committee is of the opinion that fuller justification is required for the restructuring of the Investigations Division.

In view of its comments and observations in the preceding paragraphs, the Advisory Committee:

The latest revision of the draft articles in the light of comments and observations by States had been very beneficial. Of particular value were the repeated clarifications in the commentary that substantive parts of the draft articles constituted progressive development rather than codification of existing law.
وقال إن أحدث تنقيح لمشاريع المواد في ضوء التعليقات والملاحظات الواردة من الدول كان مفيدا جدا، وإن هناك أهمية خاصة لما ورد في التعليقات من توضيحات متكررة بأن الأبواب الموضوعية من مشاريع المواد تشكل تطويرا تدريجيا للقانون الساري لا تدوينا له.
