اجتماع الأمم المتحدة للخبراء بشأن تعزيز التعليم في مجال قانون الفضاء

Twenty-four participants were sponsored after selection on the basis of their experience and potential to influence the development of space law and policy in their countries, build capacity and promote education in space law in the African region.
وجرت رعاية 24 مشاركا بعد اختيارهم على أساس ما يتمتعون به من خبرة وإمكانات ذات أثر في تطوير قانون وسياسة الفضاء في بلدانهم وبناء القدرات وتعزيز التعليم في مجال قانون الفضاء في منطقة أفريقيا.

The view was expressed that improving education in space law was a prerequisite for furthering space activities and ensuring that they were carried out in conformity with international space law.
209- كما أُعرب عن رأي مفاده أن تحسين التعليم في مجال قانون الفضاء يعد شرطا مسبقا للنهوض بالأنشطة الفضائية وضمان الاضطلاع بها بالتوافق مع قانون الفضاء الدولي.

The main objectives of the Workshop were to develop expertise and capability in national and international space law and promote education in space law in the region.
وتمثلت الأهداف الرئيسية لحلقة العمل في تنمية الخبرة والقدرة في مجال قانون الفضاء الوطني والدولي وترويج التعليم في مجال قانون الفضاء في المنطقة.

As a follow-up to that request, the Office organized the Expert Meeting on Promoting education in space law in Vienna on 3 and 4 December 2007.
ومتابعة لذلك الطلب، نظم المكتب في 3 و4 كانون الأول/ديسمبر 2007 في فيينا اجتماع لخبراء بشأن تعزيز التعليم في مجال قانون الفضاء.

A total of 22 participants were sponsored after selection on the basis of their experience and potential to influence the development of space law and policy in their countries, build capacity and promote education in space law in the countries of Central and Eastern Europe and of the Central Asian and Caucasus regions.
وتمت رعاية 22 مشاركا في المجموع، بعد اختيارهم على أساس خبرتهم وقدرتهم على التأثير في تطوّر قانون وسياسات الفضاء في بلدانهم وبناء القدرات وتعزيز التعليم في مجال قانون الفضاء في بلدان أوروبا الوسطى والشرقية ومنطقتي آسيا الوسطى والقوقاز.

The third session focused on ways and means of promoting education in space law, in particular in countries of Central and Eastern Europe and of the Central Asian and Caucasus regions.
15- وركّزت الجلسة الثالثة على سُبُل تعزيز التعليم في مجال قانون الفضاء ووسائله، لا سيما في بلدان أوروبا الوسطى والشرقية ومنطقتي آسيا الوسطى والقوقاز.

(ج) تقرير عن اجتماع الأمم المتحدة الثاني للخبراء بشأن تعزيز التعليم في مجال قانون الفضاء (A/AC.105/972)؛

The presence of suitable professionals, particularly in developing countries, that are able to provide legal advice and disseminate information and knowledge relating to space law is therefore dependent on adequate opportunities for education in space law and policy.
ويتوقّف توفر أخصائيين مناسبين قادرين على تقديم المشورة القانونية ونشر المعلومات والمعارف المتعلقة بقانون الفضاء، لا سيما في البلدان النامية، على وجود الفرص الملائمة لتوفير التعليم في مجال قانون الفضاء وسياساته.

The view was expressed that improving education in space law was a prerequisite for furthering space activities and ensuring that they were carried out in conformity with international space law.
210- وأُعرب عن رأي مفاده أن تحسين التعليم في مجال قانون الفضاء شرط مسبق لتعزيز الأنشطة الفضائية وضمان تنفيذها على نحو يتفق مع قانون الفضاء الدولي.

In conjunction with the Workshop, on 12 to 13 November the Programme organized the second United Nations Expert Meeting on Promoting education in space law.
45- ونظّم البرنامج بالاقتران مع حلقة العمل اجتماع الأمم المتحدة الثاني للخبراء بشأن تعزيز التعليم في مجال قانون الفضاء يومي 12 و13 تشرين الثاني/نوفمبر.

Participants examined the experience of educators in promoting education and developing courses in space law, considered mechanisms for overcoming regional challenges and discussed opportunities for regional cooperation in the field of education in space law.
وبحث المشاركون تجارب خبراء التربية في نشر التعليم وإعداد المناهج في مجال قانون الفضاء، كما نظروا في وضع آليات للتغلّب على التحديات الإقليمية وناقشوا فرص التعاون الإقليمي على نشر التعليم في مجال قانون الفضاء.

Funds provided by the United Nations, CONAE and ESA were used to cover the travel and living costs of 26 participants selected on the basis of their experience and potential to influence the development of space law and policy, build capacity and promote education in space law in their countries.
11- واستُخدمت الأموال المقدَّمة من الأمم المتحدة، واللجنة الوطنية الأرجنتينية للأنشطة الفضائية ووكالة الفضاء الأوروبية لتغطية تكاليف سفر ومعيشة 26 مشاركاً اختيروا على أساس خبرتهم وقدرتهم على التأثير في تطوير قانون الفضاء وسياساته وبناء القدرات ونشر التعليم في مجال قانون الفضاء في بلدانهم.

(b) Opportunities for education in space law in the region and the role of the Ibero-American Institute of Aeronautic and Space Law and Commercial Aviation.
(ب) فرص التعليم في مجال قانون الفضاء في المنطقة، ودور المعهد الآيبيري - الأمريكي لقانون الملاحة الجوية والفضاء والطيران التجاري.

Some delegations expressed the view that special measures were necessary to address the lack of opportunities for education in space law in Africa, particularly in sub-Saharan Africa, and the limited availability in the region of local experts to teach space law.
137- وأعرب بعض الوفود عن رأي مفاده أن من الضروري اتخاذ تدابير خاصة لمعالجة انعدام فرص التعليم في مجال قانون الفضاء في أفريقيا، ولا سيما في أفريقيا جنوبي الصحراء، ومعالجة التوافر المحدود في المنطقة للخبراء المحليين اللازمين لتعليم قانون الفضاء.

Funds provided by the United Nations and the Government of Thailand were used to cover the travel and living costs of 22 participants selected on the basis of their experience and potential to influence the development of space law and policy, build capacity and promote education in space law in their countries.
12- وتحملت الأمم المتحدة وحكومة تايلند نفقات سفر ومعيشة 22 مشاركاً جرى اختيارهم على أساس خبرتهم وقدرتهم على التأثير في تطوّر قانون الفضاء وسياساته وبناء القدرات وتعزيز التعليم في مجال قانون الفضاء في بلدانهم.

Funds provided by the United Nations and the Government of the Islamic Republic of Iran were used to cover the travel and living costs of 16 participants selected on the basis of their experience and potential to influence the development of space law and policy, build capacity and promote education in space law in their countries.
11- وقد استُخدمت الأموال التي وفّرتها الأمم المتحدة وحكومة جمهورية إيران الإسلامية في تغطية تكاليف السفر والمعيشة لستة عشر مشاركاً جرى اختيارهم على أساس خبرتهم وقدرتهم على التأثير في تطوّر قانون الفضاء وسياساته وبناء القدرات وتعزيز التعليم في مجال قانون الفضاء في بلدانهم.

The Workshop recognized the important role that regional cooperation mechanisms could play in supporting efforts aimed at strengthening regulatory and policy frameworks, promoting education in space law and fostering educational programmes within the region concerned.
44- واعترفت حلقة العمل بأهمية الدور الذي يمكن أن تضطلع به آليات التعاون الإقليمي في دعم الجهود الهادفة إلى توطيد الأطر التنظيمية وأطر السياسة العامة وإلى تعزيز التعليم في مجال قانون الفضاء وإلى تشجيع إقامة البرامج التعليمية في المنطقة المعنية.

(a) Strengthening capacity, in particular of developing countries, in the development of national space law and legislation, in conformity with the international legal regime established by the United Nations to govern outer space activities, promoting increased opportunities for education in space law and supporting the progressive development of international space law;
(أ) تعزيز القدرة، وبخاصة قدرة البلدان النامية، على وضع قوانين وتشريعات وطنية في ميدان الفضاء، بما يتفق مع النظام القانوني الدولي الذي وضعته الأمم المتحدة لتنظيم أنشطة الفضاء الخارجي، وتشجيع زيادة فرص التعليم في مجال قانون الفضاء ودعم التطوير التدريجي للقانون الدولي للفضاء؛

The Subcommittee noted with appreciation that, in response to its request at its forty-sixth session, the Office for Outer Space Affairs had organized in Vienna in December 2007 an expert meeting on promoting education in space law (A/AC.105/908).
121- ولاحظت اللجنة الفرعية مع التقدير أنّ مكتب شؤون الفضاء الخارجي قد نظّم، في فيينا، في كانون الأول/ديسمبر 2007، بناء على طلبها في دورتها السادسة والأربعين، اجتماعا للخبراء بشأن تعزيز التعليم في مجال قانون الفضاء (A/AC.105/908).
