In the elaboration of the report, which proved an interesting and fruitful exercise, every effort was made to follow, as far as possible, the indicative, wide-spectrum Guidelines on the form and content of the reports to be submitted by States parties to the Committee on Economic, Social and Cultural Rights.

The delegation should understand that, under article 40.4 of the Covenant, the Committee was required to study the reports submitted by States parties and to report back to them.

447. With respect to the former, the Committee decided that, as from its twentysecond session the following would apply to its consideration of reports submitted by States parties in accordance with articles 16 and 17 of the Covenant:

If the Government of Nigeria is experiencing difficulties in the preparation of its second periodic report, it may avail itself of the advisory services and technical assistance of the Office of the United Nations High Commissioner for Human Rights for the preparation of States parties' reports to be submitted under the International Covenant on Economic, Social and Cultural Rights.
فإذا كانت حكومة نيجيريا تجد صعوبة في إعداد تقريرها الدوري الثاني فلها أن تستعين بالخدمات الاستشارية والمساعدة التقنية التي تقدمها مفوضية الأمم المتحدة السامية لحقوق الإنسان في إعداد التقارير التي تقدمها الدول الأطراف بموجب العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية.

For the situation with regard to the submission of reports by States parties under article 40 of the Covenant reference is made to annex IV of the Committee’s annual report to the General Assembly (A/53/40).

The Committee concluded that the reports submitted by the States parties sometimes failed to reflect adequately the close relation between discrimination and violence against women, as well as the violation of human rights and fundamental freedoms.

Furthermore, if commitments to liberalize trade in services are made, the effects of such commitments on the enjoyment by children of their rights should be monitored and the results of monitoring included in the States parties reports to the Committee.
