Recognizes the important role of television and video services provided by the Department of Public Information, and notes the recent efforts in making available online broadcast-quality video that can be streamed or downloaded by smaller broadcast outlets that do not have access to satellite feeds;

In addition, until new laws are in place, restrictions remain under existing legislation, such as the Electronic Transactions Law (2004), the Motion Picture Law (1996), the Computer Science Development Law (1996), the television and video Law (1985), the Printers and Publishers Registration Act (1962) and the Wireless Telegraphy Act (1933).

Thereafter, the authorities concerned filed the cases against Mr. Ko Than Htun and Mr. Ko Tin Htay with the Nyaungdone Township Court under sections 32 (b) and 36 of the television and video Law and section 505 (b) of the Penal Code.

The Working Group observes that it has been confirmed both by the source and by the Government that Mr. Ko Than Htun and Mr. Ko Tin Htay were arrested because of the possession of DVDs and VCDs which were considered as intending to discredit the Government and that they have been sentenced on the basis of these facts in applying provisions of the Penal Code of Myanmar and of the television and video Law.
17- ويلاحظ الفريق العامل أن مما أكده المصدر الحكومة أنه قُبض على السيد كو ثان هتون والسيد كو تين هتاي بسبب حيازة أقراص فيديو مدمجة وأقراص فيديو رقمية اعتُبر أنها تهدف إلى الإساءة إلى سمعة الحكومة وأنه حكم عليهما على أساس هذه الوقائع تطبيقاً لأحكام قانون العقوبات وقانون التلفزيون والفيديو لميانمار.

50. The Special Rapporteur hopes that the Emergency Provisions Act (1975), the television and video Law (1985), the Motion Picture Law (1996), the Computer Science Development Law (1996) and the Printers and Publishers Registration Act (1962) will also be revised and amended accordingly.

(d) Through the Higher Council for Vocational Training and Industrial Apprenticeship, approximately 2,000 persons with disabilities have received training in various occupations, including the electrical trade, welding, the clothing industry, computing, radio, television and video work, and air-conditioning services. The training also comprised women's development programmes in numerous areas, such as food and clothing.

The projects undertaken include: teaching of computing from primary level on; educational technology such as television and video in every classroom; creation of two educational television channels; establishment of special programmes for university education for older adults; creation of university-level units in every municipality in Cuba in order to provide universal access to that level of education.

11. With recent trends pointing to a steady growth of television viewing in all forms -- from traditional broadcasting and cable and satellite models to the newest platforms of online and mobile video -- the Department continued to enhance its television and video services and products.

Regarding laws that he has previously highlighted as not being in line with international human rights standards, the Legal Adviser to the President's Office, Sit Aye, informed the Special Rapporteur that the Associations Act (1988) would be replaced by an association law; the television and video Law (1985) by a new broadcasting law; and the Wireless Telegraphy Law (1933) by a new telecommunications law.
